On the morning of June 30, Hanoi held a ceremony to announce the National Assembly’s resolution and the city’s decision on the merger of administrative units and the establishment of new Party and Fatherland Front committees in the 126 new wards and communes. The event was held at the Vietnam-Soviet Friendship Labor Culture Palace and was attended by President Luong Cuong and other high-ranking officials.
In his speech, President Luong Cuong expressed his emotion in attending the ceremony, marking a special milestone for Hanoi and the entire country. From July 1, 2025, the local government will officially transition to a new phase, moving from a three-tier system that has been in place for nearly 80 years to a two-tier local administration.
President Luong Cuong emphasized the importance of the Party and State’s policy on streamlining the apparatus and administrative units, describing it as a long-term strategic decision with a strong determination to build an efficient and effective administration to better serve the people.
He highlighted the significance of this event, not just as a geographical adjustment but as a crucial step forward politically and organizationally, ensuring the country’s sustainable development. This is especially true for Hanoi, a city with a thousand years of cultural history and a heroic past, serving as the political and administrative heart of the nation.

The President continued to emphasize the unique role of Hanoi as a center for culture, education, science, technology, and international integration. He praised the city’s efforts in administrative reform, stating that this reorganization will better meet the needs of urban development, cultural preservation, and efficient utilization of the city’s resources and space.
President Luong Cuong also commended the Hanoi Party Committee for their proactive and creative approach in reducing the number of communes and wards from 526 to 126, a move that has received strong support and positive evaluation from the city’s officials, party members, and citizens.
This reorganization, the President noted, opens up new opportunities for Hanoi to serve as a growth engine not just for the city but for the whole region and the country. He urged the Hanoi authorities to effectively implement the important policies and resolutions issued by the Party and State, including the Politburo’s Directive 45 on party congresses at all levels, the group of “four pillars” resolutions, the Resolution on the direction and tasks for the development of Hanoi, and the 2024 Law on the Capital City.
