On June 30, 2025, the Vietnam Young Entrepreneurs Association (VYEA) held a press conference to announce the Vietnam Private Sector Forum 2025 (VPSF 2025).
VPSF 2025 is a national-scale policy dialogue and action event hosted by the VYEA from July to September 2025, under the guidance of the Ho Chi Minh Communist Youth Union and the Vietnam Youth Federation. The forum is organized in collaboration with the Vietnam Association of Small and Medium Enterprises.
As a key activity, the forum aims to promote four strategically oriented resolutions: Resolution No. 57-NQ/TW on Breakthroughs in Science and Technology Development, Innovation, and National Digital Transformation; Resolution No. 59-NQ/TW on International Integration in the New Context; Resolution No. 66-NQ/TW on Innovating the Work of Building and Enforcing Laws to Meet the Country’s Development Demands in the New Era; and Resolution No. 68-NQ/TW on Developing the Private Sector.
With this year’s theme, “Unleashing Potential – Shaping Vietnam’s Future,” the forum consists of three dialogue rounds:
Round 1 (July – August 2025): Local-level dialogues across ten clusters nationwide, focusing on four main themes: Autonomous Value Chains; Institutional Reform; Globalizing Vietnamese Values; and Strategic Capabilities.
Round 2 (September 15, 2025, in Hanoi): Four thematic dialogue sessions with the participation of relevant ministries, businesses, and economic experts.
Round 3 (September 16, 2025, in Hanoi): A high-level plenary dialogue, expected to be attended and chaired by the Government leaders.
The outcomes of VPSF 2025 will be consolidated and published in the “White Book on Vietnam’s Private Sector in 2025.”
Immediately following the forum, the VYEA will develop an independent tool to assess the readiness of local governments to support private enterprises, especially small and medium-sized enterprises. The evaluation results will also be periodically compiled to form the basis for policy recommendations and thematic reports to the Party and State leaders, thereby promoting the issuance and implementation of policies that are more practical for businesses.
Additionally, the Association will take the lead in implementing a training program for 10,000 chief executive officers (CEOs) in the private sector, in line with the orientation of developing modern entrepreneurs as per the spirit of Resolution No. 68-NQ/TW.
Previously, in 2016 and 2017, the VYEA successfully organized two editions of the Vietnam Private Sector Forum. Many recommendations from these forums contributed to the birth of Resolution No. 10-NQ/TW (12th tenure), marking a significant turning point in private sector development thinking.
Speaking at the press conference, Ms. Pham Thi Bich Hue, Vice President of the VYEA and Head of the VPSF 2025 Organizing Committee, shared: “We also recognize that entrepreneurs are not just producers but creators. They should not only be affected by policies but also become partners in policymaking. And they should not only contribute to GDP but also to the future of the country’s institutions.”
Ms. Hue added that the Vietnam Private Sector Forum (VPSF) 2025 is organized as a concrete commitment by the VYEA to accompany the Party and the State in bringing about significant changes, continuing to unlock private sector resources, promoting institutional reform, and spreading the spirit of nation-building through action.
