Ho Chi Minh City Tax has recently released a list of 340 businesses that owe taxes and other financial obligations to the state budget as of June 2025. The total amount of overdue taxes owed by these businesses exceeds VND 1,721 billion, with some debts exceeding 90 days.
According to Ho Chi Minh City Tax, the publication of this list is due to the businesses’ violation of the Law on Tax Administration 2019 and Decree 126/2020/ND-CP.
The list reveals that numerous companies operating in the field of real estate investment and trading are among the top tax debtors. The highest debt is owed by Ha An Real Estate Investment and Trading JSC (belonging to Dat Xanh Group), amounting to VND 264 billion. Ha An Real Estate is the investor of the Gem Sky World project in Dong Nai province and Opal Boulevard apartment building in Ho Chi Minh City.

Following Ha An, Hung Phat Real Estate Construction Company owes VND 134 billion, Nam Kim Industrial Construction and Investment JSC owes VND 120 billion, and KSB Industrial Development Company owes VND 72 billion.
Other companies with tax debts ranging from VND 20 billion to VND 72 billion include Dia Oc Kim Oanh Service, Trading and Construction JSC (VND 71 billion), DCT Partners Vietnam Co., Ltd. (VND 59 billion), Thuan An Real Estate JSC (VND 44 billion), Thuan Loi Investment and Development JSC (VND 28 billion), and Binh Duong Minerals and Construction JSC (VND 24 billion), among others.
Interestingly, the list includes eight businesses with tax debts of less than VND 50,000. Some of these businesses are still operating, such as Ichiban Star JSC (VND 48,000), Binh Thanh Glue Chemical Production and Trading Co., Ltd. (VND 18,000), Petec Warehouse Company (VND 1,688), and Truong Phat Company (VND 900).
Additionally, there are companies that have ceased using invoices but have not completed the procedures to terminate their tax code effectiveness, including Han Na Co., Ltd. (VND 19,189), Nam Vang Co., Ltd. (VND 2,042), and Binh An Production and Services Company (VND 2).

On November 26, the Binh Duong Provincial Tax Department disclosed a list of tax debtors to the State budget as of October 31, 2024. The list comprises 365 individuals and businesses delinquent in tax payments, totaling over VND 1,400 billion. Notably, several prominent names feature on this list, highlighting the significance of tax compliance among all entities and individuals.
Add a Channel to Notify of Delayed Exit for Unpaid Taxes
The tax delinquent, regardless of the amount owed, will be temporarily barred from exiting the country, according to the leader of the General Department of Taxation. They have established multiple channels to forewarn these individuals, ensuring they are aware that they cannot leave the country until their tax obligations are fulfilled.
