On the morning of August 4th, in Hanoi, General Secretary To Lam hosted a cordial gathering for exemplary advanced models attending the 9th Congress on Emulation and Rewards “For National Security.”

The gathering provided an opportunity for delegates to interact and draw inspiration from the advanced models. The Ministry of Public Security also honored 80 outstanding individuals from the People’s Public Security Forces and 20 exemplary models from the grassroots security and order protection forces.
At the event, Colonel Nguyen Minh Tuan, Deputy Chief of Office of C01, shared that C01 is currently investigating six cases of production and trade of counterfeit goods.
According to Colonel Tuan, the modus operandi of counterfeit goods cases has evolved from secretive and small-scale operations to openly running industrial-scale businesses under the guise of legitimate enterprises.
“The total value of counterfeit goods sold in these six cases amounts to nearly VND 10,000 billion. This is a significant difference,” emphasized Colonel Nguyen Minh Tuan.
The Deputy Chief of C01’s Office raised a critical question: Why have the perpetrators been able to carry out their criminal activities on such a large scale and for an extended period? He also emphasized the importance of state management accountability in addressing this issue.
Colonel Tuan expressed concern about the rapid and widespread development of counterfeit goods cases and the challenges they pose. He noted that during the investigation process, when compared to the legal provisions, food safety management regulations, and the implementation of the Law on Food Safety, a recent new regulation was found to have created a loophole that hinders effective control and management of goods quality. Specifically, this regulation allows enterprises to self-declare product quality standards and take responsibility without prior checks before goods circulation.
Regarding this matter, C01 has reported to the Ministry of Public Security leadership to advise the Government and relevant sectors to amend and supplement legal provisions to ensure tighter control and prevent criminal activities.
According to the Ministry of Public Security, these emulation movements have fostered thousands of brilliant examples of intelligence, bravery, dedication, creativity, and outstanding achievements. These models have been bestowed with noble awards, including 44 collectives and individuals awarded the title of “Hero of the People’s Armed Forces”; 78 Military Exploit Orders, 735 Combat Exploits Orders, 59 Labor Orders, over 3,000 Fatherland Defense Orders, 3 Bravery Orders, and tens of thousands of collectives and individuals honored by various levels of awards. Notably, on the occasion of the 80th anniversary of the Traditional Day, the People’s Public Security Forces were awarded the Golden Star Order for the fifth time.
