On August 1, 2025, BSR organized the sale of 420 cubic meters of diesel oil to PVOIL Laos, a subsidiary of Petrovietnam (PVOIL). According to a representative from PVOIL Trans Central, the transporter, these batches of diesel oil will be transported from Dung Quat Refinery through the Bờ Y international border gate in Quang Ngai province to the Lao market. It is expected to take about 3-4 days to reach the destination.

Previously, BSR had discussions and reached an agreement with Somvanchaleun Petroleum Jelly Co., Ltd. to directly export diesel to Laos. Specifically, on July 24 and 25, 2025, BSR exported about 315 cubic meters of diesel, filling 7 tanker trucks. On July 28, 2025, the trucks completed customs procedures at the Na Meo border gate in Thanh Hoa province.
Mr. Nguyen Viet Thang, CEO of BSR, shared about this export: “Expanding exports to Laos is a strategic move, affirming BSR’s flexible supply capacity and the effective connection within Petrovietnam’s value chain. BSR continuously optimizes its consumption portfolio, prioritizing domestic demand while being flexible with exports when supply and demand conditions allow. BSR is committed to maintaining stable product quality, meeting all technical standards and environmental requirements, both domestically and internationally, while ensuring absolute safety and compliance in all export-import-transportation activities. This initial success will be quickly replicated by BSR to build a sustainable market and customer base in Laos and neighboring countries, thereby further optimizing the operation of Dung Quat Refinery and enhancing the company’s performance.”

Previously, BSR had exported products such as naphtha, fuel oil (FO), liquefied petroleum gas (LPG), propylene, polypropylene granules, and sulfur. The accumulated experience in contract organization, market analysis, price risk management, and logistics management from these previous transactions laid an important foundation for BSR to smoothly execute the diesel export contracts to Laos.
Mr. Le Trung Hung, Deputy General Director of PVOIL, shared: “The cooperation and coordination between BSR and PVOIL in the value chain of petroleum production and consumption are once again demonstrated by the export of Dung Quat Refinery’s products to Laos. This first batch of diesel to Laos at this time is of great significance to our Lao friends as it helps ensure energy security while they are focusing on flood response. As soon as we receive the diesel from Dung Quat Refinery, we directed PVOIL Laos and PVOIL Trans to promptly transport it through the border gate as soon as possible to ensure safe and efficient consumption in the Lao market.”

BSR’s diesel export to Laos holds not only short-term commercial significance but also long-term strategic value. Success in the cooperation trial phase will pave the way for both parties to increase volume and diversify product types. From there, BSR will continue to expand markets for other products when appropriate and aim for sustainable cooperation models, such as building transfer points, satellite warehouses, or long-term supply agreements. On a macroeconomic scale, the presence of BSR’s products in Laos also contributes to the special Vietnam-Laos friendship, promotes regional economic connectivity, and positively impacts the energy security of both countries.

BSR Achieves 2024 Production Target
The Binh Son Refining and Petrochemical Joint Stock Company (BSR) proudly announced that, at 5:00 PM on November 18, 2024, the Dung Quat Oil Refinery’s cumulative production of gasoline and other petroleum products reached 5,727,735 tons, hitting its annual target 43 days ahead of schedule.
