Deputy Prime Minister Ho Duc Phoc has signed Official Dispatch No. 124/CD-TTg (dated July 30, 2025) from the Prime Minister to ministries, sectors, and localities regarding the promotion of cashless payments.
The dispatch states that: In the past, the Government and the Prime Minister have given many strong and timely directions to the State Bank of Vietnam, related agencies, and credit institutions regarding the promotion of cashless payments, including Decision No. 1813/QD-TTg dated October 28, 2021, approving the Project for Development of Cashless Payments in 2021-2025.
However, recently, there have been signs of an increase in cash payments, which has negative effects on the economy, leads to resource waste, and can be exploited for tax evasion, money laundering, and illegal activities.
To continue developing cashless payments in line with the set goals and solutions, the Deputy Prime Minister requested that ministries, ministerial-level agencies, Government agencies, and the People’s Committees of provinces and centrally-run cities promptly implement solutions to promote cashless payments according to their functions, tasks, and authority.
The Ministry of Finance, within its authority, shall coordinate with relevant ministries and agencies to strengthen inspection, supervision, and monitoring of state budget payments, tax collection and payment, and compliance with laws on invoices and payment vouchers for goods and services trading as prescribed in the Value Added Tax Law and Decree No. 181/2025/ND-CP dated July 1, 2025, detailing a number of articles of the Law on Value Added Tax.
Timely and strict handling shall be conducted for violations, especially for organizations, units, and individuals who intentionally make cash payments to evade taxes and violate the law.
Developing infrastructure and technology to promote cashless payments
The State Bank of Vietnam, within its authority, shall coordinate with relevant ministries and agencies to urgently deploy tasks and solutions to promote the development of cashless payments to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Party Central Committee on breakthroughs in science and technology, innovation, and digital transformation, and Resolution No. 03/NQ-CP dated January 9, 2025, of the Government on the Government’s action program to implement Resolution No. 57-NQ/TW.
The State Bank shall also organize a summary of the implementation of the Project for Development of Cashless Payments in 2021-2025 in accordance with Decision No. 1813/QD-TTg dated October 28, 2021, and report to the Prime Minister before December 1, 2025, clearly stating the results of achieving each goal and solution, identifying difficulties and obstacles, and proposing specific directions from the Prime Minister to relevant agencies to continue promoting cashless payments.
At the same time, strengthen inspection, supervision, monitoring, and anti-money laundering in banking activities; promptly detect and strictly handle violations of the law and regulations on money laundering and improper payments. Continue to promote the development of payment infrastructure and technology to promote cashless payments.
In addition, direct credit institutions to promptly and continue to develop and supply products and services to promote cashless payments; strengthen investment and application of information technology in the field of payments to create the best conditions for customers, people, and enterprises to make safe, fast, and smooth payments.
