The 36-Story Apartment Complex Cracks: Developer Yet to Implement Remedial Measures

Upon inspection, the People's Committee of Tam Thang Ward found that the owner of Lapen Center apartment building had not implemented the urgent requirements as instructed by the inter-agency inspection team from the Ho Chi Minh City Department of Construction.

On August 2nd, the People’s Committee of Tam Thang ward (Ho Chi Minh City) announced that they had sent an official dispatch to PVC-IC Civil and Industrial Construction Joint Stock Company, the investor of PVC-IC-Diamond Apartment Building (Lapen Center Apartment Building, 30 April Street), requesting an urgent implementation of the inter-sectoral inspection team’s requirements after inspecting the actual situation of the apartments with cracks.

According to the People’s Committee of Tam Thang ward, on July 24th, they received feedback from citizens about the unsafe situation at the PVC-IC-Diamond Apartment Building.

From July 25th to 28th, the People’s Committee of Tam Thang ward coordinated with inspection teams, the apartment management board, and residents to directly inspect the current state of the building, recording and evaluating the existing issues, and monitoring to ensure safety within the apartment building.

On July 28th, an inter-sectoral inspection team from the Ho Chi Minh City Department of Construction conducted a field survey of the PVC-IC Diamond Apartment Building. During the meeting, the inspection team made several urgent requests to the investor, PVC-IC Civil and Industrial Construction Joint Stock Company, to ensure the safety of the apartment residents.

However, up to now, through inspection and supervision, the People’s Committee of Tam Thang ward noticed that the investor has not implemented the urgent requirements that were guided.

Therefore, the People’s Committee of Tam Thang ward requested the investor to urgently implement the tasks guided by the inspection team. Specifically, the investor must organize the hiring of consulting and construction units to implement safety measures such as netting and building support floors for unsafe areas on the 16th floor of the apartment building, specifically outside apartment 16-08.

The investor is also requested to hire qualified consulting units to conduct inspections, analyze, evaluate, and conclude the safety level of the apartment building according to regulations… The investor is urged to coordinate and promptly implement these measures with the highest goal of ensuring the absolute safety of the residents.

As previously reported by Tien Phong, cracks were found in apartment 16-08 (16th floor) of Lapen Center Apartment Building, measuring about 4 meters long, located between axes 4-5 and G-H. In addition, five other apartments, namely 16-04, 16-05, 16-06, 16-12B, and 16-17, also showed horizontal wall cracks. However, according to the inter-sectoral inspection team from the Ho Chi Minh City Department of Construction, the cracks are currently only found in the masonry walls and have not affected the concrete structure, such as columns, beams, and floors.

The investor and constructor of Lapen Apartment Building is PVC-IC Civil and Industrial Construction Joint Stock Company. The apartment building has 34 floors and 2 basements, located on an area of over 5,100 square meters. The first 5 floors are for commercial use.

The apartment building was inspected and approved by the Construction Quality Inspection Department under the Ministry of Construction before being put into use. Residents have been living in the building since December 2019. Regarding the commercial area on the first 5 floors, the investor signed a 30-year lease agreement with another company in December 2016.
