Hue City’s economic zone management board, in collaboration with the People’s Committee of Lang Co – Chan May, has announced the Prime Minister’s decision to approve adjustments to the master plan for the construction of the Chan May – Lang Co Economic Zone until 2045.

The Chan May – Lang Co Economic Zone was established by the Prime Minister in 2006 and initially planned in 2008. After more than 15 years of operation, the original plan revealed several issues, including outdated technical and economic indicators, land-use guidelines, and development milestones for 2025 that no longer aligned with reality. Additionally, new socioeconomic factors have emerged, presenting challenges in governance, investment planning, and environmental protection for this unique landscape.

Following a comprehensive review, the People’s Committee of Thua Thien-Hue (now Hue City) proposed adjustments to the master plan, which were approved by the Prime Minister in Decision No. 1657/QD-TTg dated December 26, 2024. This adjusted master plan serves as a foundational framework, unlocking new development avenues for the southern region of Hue City. It provides a basis for implementing sub-zone plans, urban spatial orientation, and the development of industrial, service, and tourism infrastructure.

Vice Chairman of the Hue City People’s Committee, Hoang Hai Minh, stated that these adjustments will address infrastructure bottlenecks, improve land utilization, and attract significant investment.

A notable aspect of the adjusted master plan is the focus on developing an integrated external transportation system. Specifically, the La Son – Chan May high-speed route will be constructed, connecting the La Son interchange on the Cam Lo – La Son and La Son – Tuy Loan expressways to the heart of the Chan May – Lang Co Economic Zone. This new transportation corridor will directly link the dynamic southern region of Hue City, passing through several new wards before reaching Chan May – Lang Co.

Additionally, the master plan integrates coastal roads, railways, the Chan May deep-water port, and Phu Bai airport into a seamless infrastructure network, fostering regional connectivity and enhancing the competitiveness of Chan May – Lang Co among central coastal economic zones. Regarding railways, the zone is positioned along the route of the high-speed North-South railway, ensuring a safety corridor, with future plans to expand and upgrade the Thua Luu station and develop a branch line connecting to the Chan May port area.

According to the adjusted master plan, by 2045, the Chan May – Lang Co Economic Zone will evolve into a multi-sectoral and multifunctional hub, encompassing a deep-water port, industry, tourism services, premium resorts, urban areas, and duty-free zones. Specific development orientations will be defined for distinct areas, including the region north of National Highway 1 in the Chan May subdivision, the region south of National Highway 1 in the Chan May subdivision, and the Lang Co area.

Spanning approximately 27,108 hectares, the zone is projected to accommodate a population of around 135,000 people by 2045. The Chan May urban area will serve as the administrative and comprehensive service center for the entire economic zone, while also attracting new urban projects, residential areas, educational and healthcare institutions, and social infrastructure.

The master plan also emphasizes the rational exploitation of natural resources, protection of the ecosystem in the lagoon, sea, hills, and mangrove forests, and preservation of scenic corridors like the Lap An Lagoon and Bach Ma mountain range, integrating sustainable eco-tourism development with climate change adaptation.

With the newly approved and announced master plan, the Chan May – Lang Co Economic Zone, boasting advantages such as a deep-water port, pristine beaches, ecological landscapes, vast land areas, and regional connectivity via expressways, railways, and aviation, is expected to emerge as a new growth pole in the southern region of Hue City. It will attract significant investment in infrastructure, logistics, clean industry, high technology, and high-quality tourism.
