According to the People’s Committee of Cu Nam Ward, recently, some electronic information websites have published content stating: “Cu Nam Ward will ban gasoline-powered vehicles in its area and support locals in switching to electric vehicles; Cu Nam Ward is the first place to pilot the gasoline vehicle ban before expanding it elsewhere;…”
Information from the People’s Committee of Cu Nam Ward states that on July 24, 2025, the city’s leaders worked with Cu Nam Ward on several issues, including the implementation of a low-emission area in Hanoi.

At the meeting, the city leaders assigned the Department of Agriculture and Environment to take charge and advise the People’s Committee of Hanoi to submit a resolution to the Municipal People’s Council to amend and supplement Resolution 47/2024/NQ-HDND dated December 12, 2024. They were also tasked with researching and proposing a low-emission zone within Ring Road 1.
“There is no content as reported by some electronic information websites. Regarding the transition to clean transportation, Cu Nam Ward will follow the Directive No. 20/CT-TTg dated July 12, 2025, of the Prime Minister on urgent tasks and solutions to prevent and control environmental pollution, and the city’s directions,” said Cu Nam Ward.
Per Directive No. 20 of the Prime Minister, the Hanoi People’s Committee must establish and announce a low-emission zone proposal (in the third quarter of 2025) and promote community awareness of the low-emission zone. They should also balance and allocate local budgets, strongly mobilize social resources, and develop a concrete roadmap from now until 2030 to focus on developing a multimodal public transport network, covering key areas, charging stations, and services for clean energy vehicles, prioritizing electric buses and trains. Implement the Master Plan for investing in the construction of the capital’s urban railway system.
Notably, according to the Directive, Hanoi needs to implement solutions for organizations and individuals to switch to alternative modes of transportation. By July 1, 2026, there should be no motorcycles or fuel-based vehicles within the Ring Road 1; from January 1, 2028, there should be no fuel-based motorcycles, scooters, or private cars within Ring Road 1 and Ring Road 2; and by 2030, this should be expanded to Ring Road 3.
