Updates on Investment Project Delays in Khanh Hoa Province
The People’s Committee of Khanh Hoa Province previously reported to the Steering Committee 1568 and the Ministry of Finance, informing them of 217 projects facing difficulties and delays.
In line with the Ministry of Finance’s instructions to review and update information on struggling investment projects, the People’s Committee of Khanh Hoa Province assigned the Department of Finance to collaborate with relevant departments to conduct a thorough review and provide reports and recommendations.
Upon further examination, an additional 28 projects were identified as facing prolonged obstacles and challenges, bringing the total number of problematic projects in the province to 245. Many of these projects are hampered by shortcomings in the investor selection process.
Among the supplementary 28 projects, several have been notably delayed, including the Vinh Trung Urban Area, CC3 Social Housing Apartments, Quang Minh Commercial and Residential Center, and Hung Thinh Residential Area. These projects were chosen through the investor recognition investment method.
One notable project is the Nha Trang Golden Gate, located at 28E Tran Phu Street, Nha Trang City, developed by Nha Trang Dinh Vang Joint Stock Company. The provincial People’s Committee (formerly known as the People’s Committee of Khanh Hoa Province) revoked 20,112 square meters of land that the company had leased since February 2016.
This particular project is associated with a case of violations in the management and use of state assets, resulting in losses and involving several former provincial leaders.

In 2023, the Provincial Court of Khanh Hoa sentenced four former officials and leaders of the province, including Mr. Nguyen Chien Thang, former Chairman of the Provincial People’s Committee; Mr. Le Duc Vinh, former Chairman of the Provincial People’s Committee; Mr. Dao Cong Thien, former Vice Chairman of the Provincial People’s Committee; and Mr. Vo Tan Thai, former Director of the Department of Natural Resources and Environment, for their involvement in legal violations.
Their actions resulted in the Dinh Vang Nha Trang Joint Stock Company being allowed to implement a housing project without going through a land-use right auction or project bidding, causing a loss of over VND 137.7 billion to the state budget.
In the case of the Nha Trang Golden Gate project, the court sentenced Mr. Nguyen Chien Thang to 5 years and 6 months in prison, Mr. Le Duc Vinh to 3 years and 6 months, Mr. Dao Cong Thien to 3 years and 6 months, and Mr. Vo Tan Thai to 4 years.
