The year 2025 is of particular importance as it is the year of acceleration and breakthrough to reach the finish line and successfully implement the socio-economic development plan for the 2021-2025 period. The whole country is making its best efforts to achieve the socio-economic development targets for 2025, especially a growth rate of 8.3-8.5% for the year. At the same time, we are focusing on excelling in the assigned tasks to celebrate the 80th anniversary of the establishment of the country, the congresses of Party committees at all levels, and towards the 14th National Party Congress.
Since the beginning of 2025, the Government has directed ministries, sectors, and localities to highly focus and be determined to complete the tasks related to the development of transport infrastructure as proposed by the 13th Party Congress: completing 1,000 km to have over 3,000 km of expressways by 2025 (by the end of 2024, the country will have 2,021 km of expressways); basically completing the Long Thanh International Airport project; investing in 1,000 km of coastal roads; and Tan Son Nhat Airport Terminal 3…
On August 18, 2024, in Dak Lak, the Prime Minister, Chairman of the Central Emulation and Reward Council, launched the high-point emulation movement “500 days and nights of emulation to complete 3,000 km of expressways.” After the launch, there was a vibrant emulation movement and successful and effective implementation on construction sites, projects, and ministries, sectors, and localities, which greatly contributed to accelerating the progress of projects.
The Prime Minister has directed the Ministry of Home Affairs to organize a preliminary review of the movement in December 2024 and a second review in June 2025 and to summarize the emulation movement in late December 2025 to timely encourage and reward collectives and individuals with outstanding achievements in the emulation movement.
In his opening speech, Prime Minister Pham Minh Chinh emphasized that we are promoting three breakthrough strategies, especially the infrastructure breakthrough strategy, with the view that infrastructure must be one step ahead, opening up and laying the foundation and groundwork for development, creating a new impetus for the country.
According to the Prime Minister, the breakthrough development of strategic infrastructure aims at multiple targets, including boosting growth, creating new development space, reducing input costs for businesses and people, and increasing the competitiveness of products, goods, businesses, and the economy.
Therefore, since the beginning of the year, agencies have been very determined in amending and supplementing institutions, organizing the implementation, arranging and adjusting capital, and resolving difficulties and removing obstacles to ensure the smooth implementation of strategic infrastructure projects.
According to the Prime Minister, the time is short, and there are only five months left until December 31, 2025, while the workload is still very large and the requirements are high, and the people’s expectations are very high. Completing the tasks for 2025 requires all levels and sectors, from central to local, to continue with high determination, great efforts, and resolute actions; promote the best results achieved in the first six months; and effectively deploy the emulation movement “500 days and nights of emulation to complete 3,000 km of expressways.”
The Prime Minister emphasized the spirit of continuing to race against time, only discussing how to do it, not discussing how to back down, and only doing it better, with the highest sense of responsibility, the spirit of the August Revolution, and the command from the heart, to decisively achieve the goal of having at least 3,000 km of expressways by the end of 2025 as proposed by the 13th National Party Congress.
Also, according to the Prime Minister, this time marks exactly one month since the country operated the two-level local government model; although there have been no shortage of difficulties and challenges, the overall performance of the two-level local government has been stable, smooth, and timely, without any management vacuum, and serving the people and businesses better; ensuring political security and social order and safety. In the coming time, localities must continue to make more efforts and overcome difficulties and obstacles to well perform the assigned tasks. Localities with projects under the Steering Committee will have to make more efforts.
In the first six months of 2025, the National Steering Committee for important national projects and key traffic projects held four meetings. At this conference, the Prime Minister requested the Ministry of Construction, as the Standing Agency of the Steering Committee, to report specifically on the results of the Steering Committee’s performance in the first six months of 2025 in implementing the tasks, clearly pointing out the existing shortcomings, difficulties, and obstacles and measures for implementation in the coming time.
The Ministry of Home Affairs reported on the preliminary review of the high-point emulation movement “500 days and nights of emulation to complete 3,000 km of expressways” and the plan to summarize the emulation movement.
Localities focused on reporting on the implementation of tasks, including land handover and relocation of technical infrastructure; difficulties and obstacles related to construction materials if any; construction progress of projects for which the locality is the managing agency, especially projects planned for completion of 3,000 km of expressways by 2025; advantages and difficulties in investment management when implementing the two-level local government model and performing some state management tasks delegated by the Ministry of Construction.
Ministries and sectors, which are members of the Steering Committee, reported specifically on the implementation of assigned tasks.
