In a recent development, Prime Minister Pham Minh Chinh has directed the acceleration of key infrastructure projects in the Southeast region. Specifically, the Prime Minister has instructed the Ministry of Finance and local authorities to thoroughly review and address any obstacles in transportation projects connecting the regions, such as the Gia Nghia-Chon Thanh and Ho Chi Minh City-Moc Bai expressways, to ensure their timely commencement on August 19.

Ho Chi Minh City-Moc Bai Expressway: The first phase of this project spans 51.2 kilometers, starting from Cu Chi (former district) in Ho Chi Minh City and ending at National Highway 22 in Ben Cau (former district), Tay Ninh province.

On August 19, the Ho Chi Minh City Transport Authority is set to commence a contract for bomb disposal, technical infrastructure relocation, and construction of communal roads using government funds.

The main expressway is slated to break ground in January 2026 under a BOT contract and is expected to be completed by the end of 2027.

Ho Chi Minh City has allocated nearly VND 4,400 billion for compensation and site clearance. During the third and fourth quarters of 2025, compensation will be distributed, and the site will be handed over for the project.

This expressway will connect the Moc Bai-Ho Chi Minh City-Cai Mep- Thi Vai industrial and urban chain, linking to the Trans-Asian Economic Corridor. It will boost the economic development of Ho Chi Minh City, Tay Ninh, and the entire Southeast region. The project will also alleviate traffic congestion on National Highway 22, enhance trade connectivity with Cambodia, and drive economic growth in the area.

Earlier in July 2025, the T&T Group held a working session with the Chairman of the Ho Chi Minh City People’s Committee, Nguyen Van Duoc. During the session, Mr. Do Quang Hien, Founder and Executive Chairman of T&T Group, expressed his interest in investing in various fields in Ho Chi Minh City, including the Ho Chi Minh City-Moc Bai expressway, the Ring Road 4, and high-tech industries. The group also aims to become the leading private investor in infrastructure development and participate in the construction of expressways.

Speaking at the session, Chairman Nguyen Van Duoc suggested that T&T Group focus on in-depth research in areas of interest, such as agricultural product wholesale markets, energy, logistics, and solid waste treatment. These are areas where Ho Chi Minh City has a strong need, and they align with T&T Group’s strengths.

Gia Nghia-Chon Thanh Expressway: With a total length of approximately 124 kilometers, this expressway includes a 23.1-kilometer section in Dak Nong province and a 101.03-kilometer section in the former Binh Phuoc province.

The project has an initial investment of approximately VND 25,900 billion. In the first phase, the expressway is designed with four lanes and a planned speed of 100-120 km/h.

The project is divided into five components, with Binh Phuoc taking the lead on components 3 (access roads and overpasses) and 5 (land clearance). Dak Nong is responsible for components 2 (investment and construction of access roads) and 4 (compensation and resettlement).

Regarding component 1, which involves the investment and construction of the expressway, the Prime Minister approved the project on April 28, 2025, with a total investment of nearly VND 20,000 billion. The People’s Committee of Binh Phuoc province is the authorized agency, responsible for signing contracts and selecting investors. The proposed investors for this component are a joint venture between Vingroup Joint Stock Company and Vietnam Technological and Commercial Joint Stock Bank.

Binh Phuoc province aims to complete the necessary procedures to commence this project on August 19, 2025, with expected completion in 2026 and operation in 2027.

Once operational, this expressway will boost the economic development of Dak Nong and Binh Phuoc, enhance connectivity between the Southeast and Central Highlands regions, and reduce traffic congestion on National Highway 14, a vital transportation artery between the two regions.
