On August 4th, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for Semiconductor Industry Development, chaired the Committee’s 2nd meeting to evaluate the implementation of the conclusions from the 1st meeting and set tasks to promote the development of the semiconductor industry in the coming time.

The meeting was held at the Government Office with the participation of Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Committee; ministers, heads of ministerial agencies; leaders of central ministries and sectors; leaders of some provinces and cities; and leaders of universities, academies, and high-tech parks, as well as technology corporations, through online platforms.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized the strong impact of the 4th Industrial Revolution, particularly in the fields of semiconductors, artificial intelligence, cloud computing, and the Internet of Things, on the development of each country, including Vietnam.

The semiconductor industry has already developed in many countries over the years, exhibiting both richness and complexity. Each nation has its own orientation for the semiconductor industry, underscoring its crucial mission and role.

Vietnam has been implementing various resolutions, programs, and plans for semiconductor development, including the Politburo’s Resolution 57 on science, technology, innovation, and digital transformation, and the National Assembly and Government’s resolutions related to the semiconductor industry, such as the “Strategy for Vietnam’s Semiconductor Industry Development towards 2030, with a vision to 2050” and the “Program for Developing Human Resources in the Semiconductor Industry towards 2030, with a vision to 2050.”

While acknowledging the initial achievements in implementing these resolutions, programs, and plans, the Prime Minister also recognized the existing challenges and emphasized the need to boost labor productivity and efficiently utilize resources, including human resources, to build an independent, autonomous, and proactive economy that actively integrates into the world economy in a practical and effective manner, while also protecting national independence, sovereignty, unity, and territorial integrity, and improving the material and spiritual life of the people.

Considering the dependence of artificial intelligence development on the semiconductor industry, Prime Minister Pham Minh Chinh requested the delegates to focus on analyzing and evaluating what has been achieved and what remains to be done, along with the reasons and lessons learned, to promote the development of the semiconductor industry, especially in terms of human resource training, infrastructure development, investment attraction, resource mobilization, and ecosystem development. He also called for proposals on cooperation models among state, school, and enterprise entities to enable Vietnam to take shortcuts, get ahead, and break through in the semiconductor industry.

Given the limited resources and experience in semiconductor development, the Prime Minister suggested that delegates propose tasks and solutions for leadership and direction, calling for the involvement of relevant entities and the promotion of Vietnamese intelligence in design, manufacturing, assembly, packaging, and participation in the global semiconductor production and supply chains.

The Prime Minister requested the delegates to identify bottlenecks that need to be addressed, drivers that need to be promoted, and collaborative solutions to create a unified national strength for the development of the semiconductor industry. He emphasized that semiconductor development is both a short-term and long-term strategic task, requiring deep thinking, ambitious actions, a long-term vision, and a spirit of “high determination, great effort, and resolute action.” He also emphasized the need for clear assignments of “people, tasks, timelines, results, responsibilities, and authority.”

Prime Minister Pham Minh Chinh suggested that leaders of ministries, sectors, localities, enterprises, managers, and scientists focus on in-depth discussions to promote the development of the semiconductor industry, create momentum, and inspire the whole country to achieve the growth target of 8.3 – 8.5% this year and maintain a two-digit growth rate in the following years.
