Ho Chi Minh City Agriculture and Environment Department Leads the Way in Resolving Land and Property Rights Issues

The Ho Chi Minh City Agriculture and Environment Department, acting as the standing agency of Task Force 5013, has reported to the city’s People’s Committee on the progress made in addressing challenges related to land use rights and ownership certificates (pink books) for organizations and individuals in commercial housing development projects across the city.

Task Force 5013 of Ho Chi Minh City has been working to resolve issues and provide pink books for 176 commercial housing projects.

The standing agency of Task Force 5013 has convened 33 meetings to address challenges in 176 commercial housing development projects in the city.

Specifically, after more than eight months of operations, the task force has resolved issues related to the issuance of pink books for 126 out of 176 projects, releasing 87,547 out of 108,170 apartments, houses, land lots, officetel units, and shops, as well as over 1,247 other real estate products, into the city’s property market.

The total value of transferred contracts for these dossiers amounts to over VND 119 trillion, generating more than VND 595 billion in tax revenue for the city’s budget.

The task force identified seven main groups of obstacles: legal provisions related to procedures for granting pink books to homebuyers in projects; fulfillment of investors’ obligations regarding social housing and resettlement housing; fulfillment of financial obligations and supplementary financial obligations by investors in the projects; projects under investigation or subject to inspection conclusions, court rulings, or investigations; incomplete investment and construction, as well as the handover of technical and social infrastructure to local management; and review of project legality regarding administrative violations in construction order.
