The Ministry of Public Security is proposing a novel approach to administrative reform: allowing citizens to renew their ID cards online in the event of administrative unit mergers. This initiative is part of the Draft Law on Amending and Supplementing a Number of Articles in 10 Laws Related to Security and Order, with a focus on adapting to the digital era and enhancing citizen convenience.
Citizens can now opt for an online process by accessing the National Public Service Portal or the National Electronic Identification App, saving time and reducing pressure on local reception offices. This digital approach aligns with Vietnam’s vision of a digital government and digital citizens.

According to current regulations, citizens are not obligated to replace their ID cards due to administrative changes if the cards are still valid. However, for those wishing to update their addresses, a proactive request for a new card can be made, and the authorities will process it according to existing procedures.
A Step-by-Step Guide to Online ID Card Renewal
Below is a detailed guide on how to renew your ID card online:
➧ Step 1: Access the Ministry of Public Security’s Public Service Portal.
➧ Step 2: Log in to your account.

Here are the steps to log in:
- Step 1: Select “Log in” or “Sign up” in the top right corner.
- Step 2: Choose “National Public Service Portal Account.”
- Step 3: Select “Account provided by the National Public Service Portal.”
- Step 4: Enter your information and select “Log in.”
- Step 5: Enter the OTP sent to your phone and select “Confirm.”

➧ Step 3: On the homepage, select “ID Card Management.”

➧ Step 4: In the search bar, type “ID Card Renewal” or “ID Card Replacement” and hit “Search.”

➧ Step 6: Click “Submit Application.”

➧ Step 7: Choose the relevant options for your request: reason, implementing level, and implementing agency. Then, click “Continue.”

➧ Step 8: Review your personal and biographical information.
➧ Step 9: If you wish to receive your card by mail, select “Send ID Card to Citizen’s Address,” fill in your desired address and contact number, then click “I declare that the above information is true” and “Continue.”

➧ Step 10: Choose your preferred date for in-person submission, if applicable.
➧ Step 11: Click “Confirm Send.”
