The Government Inspectorate has just announced its decision to inspect projects with difficulties and bottlenecks, as well as to prevent waste in the management and use of housing and land infrastructure under the management of agencies, organizations, and state-owned enterprises in Ninh Binh province. This is part of the Government Inspectorate’s 2025 inspection plan, focusing on large-scale projects involving public investment and state budget capital.

In Ninh Binh, six major projects are subject to direct inspection. Most of these projects pertain to infrastructure, tourism, and healthcare, with a total investment of over VND 23,000 billion. Some have been completed, while others are either underway or facing obstacles in site clearance and planning adjustments.

One notable project is the Dáy River dredging project, from Gian Khau Bridge to Cua Day and the tributary channels to drain floodwaters from Hoang Long River. Managed by the Management Unit of Agriculture and Rural Development Construction Projects in Ninh Binh, this project has a total investment of VND 9,721 billion in public investment funds and was completed in 2015.

The Dáy River dredging project, including the section from Gian Khau Bridge to Cua Day and the tributary channels for Hoang Long River flood discharge, has a total investment of VND 9,721 billion.

Another project by the same investor is the improvement and upgrade of the right bank of the Dáy River, from K8+380 to K32+400, with a total investment of VND 3,496 billion, completed in 2020. Both projects are considered crucial in flood control and protecting infrastructure, production areas, and residential areas along the river.

According to records, these two projects have been completed and put to use. However, their inclusion in the inspection indicates the need to clarify various aspects, especially regarding the investment process, resource utilization, and operational efficiency post-completion.

The improved and upgraded right bank of the Dáy River has been in use for several years.

Two large-scale tourism projects managed by the Ninh Binh Tourism Department are also on the inspection list. These include the project to build infrastructure for the Trang An eco-tourism area, with a total investment of VND 2,572.2 billion, and the component project to build infrastructure for Bai Dinh Mountain, with a total investment of VND 3,190.9 billion. Both projects utilize public investment funds and have been implemented over the years.

According to the Ninh Binh Tourism Department, they are currently focusing on completing, cutting, and reviewing unfinished items. The construction volume of both projects has reached 80-90%. These projects are operating effectively and significantly contributing to the development of Ninh Binh’s tourism industry.

Regarding the cultural park within the Trang An eco-tourism project, it is in the process of adjusting its planning and focusing on site clearance. “We are implementing a policy of clearing and completing areas as we go,” said the leader of the Ninh Binh Tourism Department. “This is a complex project with various components such as roads, parks, and cultural spaces.”

Also subject to inspection is the construction project of the Ninh Binh Obstetrics and Pediatrics Hospital, managed by the Management Unit of Civil and Industrial Construction Projects, with a total investment of VND 2,670.5 billion. The hospital, which has been completed and put into use, is an important specialized hospital in the province’s healthcare system, helping reduce the burden on higher-level hospitals.

Another project is the eco-tourism and entertainment area at Dong Chuong Lake, invested in by the private construction company Xuan Truong, with a scale of 401.39 hectares and a total investment of VND 1,716.2 billion. Currently in the implementation phase, this project is expected to become an ecological tourism highlight in the western buffer zone of Ninh Binh province. However, given its large scale and prolonged execution, the project is also subject to inspection to clarify land management, land use, and capital efficiency.
