From Dien Bien Airport, the Prime Minister and his entourage traveled by road and helicopter to the above-mentioned communes, visiting and encouraging, presenting gifts to families affected by natural disasters, and sympathizing with families who lost their loved ones. At the same time, the Ministry of Defense mobilized several helicopters to supply essential goods to people in isolated and cut-off areas.

The Prime Minister requested that local authorities and relevant ministries and sectors focus on the fastest recovery from flash floods, landslides, and mudslides with the most urgent and determined spirit, ensuring that people do not suffer from hunger, thirst, cold, or homelessness.

After that, the Prime Minister is expected to work with the leaders of ministries, Dien Bien province, Military Zone 2, and the Rescue and Salvage Department (Ministry of Defense) on the work of searching, rescuing, and overcoming the consequences of natural disasters.

In the past few days, heavy rains have caused flash floods, landslides, and floods, seriously damaging people and property and infrastructure and greatly affecting the production and lives of the people in Dien Bien, Son La, and Nghe An provinces.

To focus on overcoming the consequences of natural disasters and quickly stabilizing the situation of the people, the Prime Minister has consecutively issued Official Dispatch No. 123/CD-TTg dated July 27, Official Dispatch No. 125/CD-TTg dated August 1, and Document No. 919/TTg-NN dated August 2, directing many important and urgent tasks.

The Prime Minister also assigned Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, and Ho Duc Phoc to directly visit, encourage, inspect, and urge the overcoming of consequences in Dien Bien, Son La, and Nghe An provinces.

According to a report from Dien Bien province, due to the continuous heavy rains from July 31 to August 2, flash floods, landslides, and mudslides occurred in Xa Dung, Tia Dinh, Muong Lun, Pu Nhi, Na Son, Tuan Giao, Phinh Giang, Muong Ang, Na Sang, Thanh Yen, Quai To, Sinh Phinh, Muong Phang, Tua Chua, and Dien Bien Phu Ward…

As of 22:00 on August 2, there were 10 deaths (including 7 in Xa Dung and 3 in Tia Dinh), 7 injuries (including 2 in Xa Dung and 5 in Tia Dinh), and 325 damaged houses (including 47 in Xa Dung, 38 in Tia Dinh, and 144 in Na Son).

Along with that, many roads, bridges, and culverts were washed away by floods; many irrigation, drinking water, headquarters, schools, and hydropower works were damaged; dozens of hectares of rice and crops were washed away. Many power grids and substations were knocked down; the entire power grid system of Tia Dinh, Xa Dung, Na Son, and Muong Lun communes was damaged and lost power due to floods; 46 transmission stations were damaged and lost signal, and many fiber-optic routes were broken. The total damage is estimated at VND 500 billion.

On August 2, the National Civil Defense Steering Committee dispatched helicopters to access isolated and cut-off areas to promptly provide essential goods to the people, ensuring that no household goes hungry or cold.

The military, police, and local forces mobilized nearly 1,300 people and reached the scenes of flash floods to carry out search and rescue work; formed mobile teams by road to reach the communes that were cut off from transportation and lost communication to promptly grasp the situation and encourage the people to stabilize their lives.

Currently, all missing persons have been found. All injured people have been taken to medical facilities for treatment, and medical teams with 38 doctors and nurses participated in the search and rescue work at the scene.

All households that lost their homes and those in areas at high risk of landslides have been moved to safe places (at health stations, schools, or relatives’ houses) and provided with essential goods, ensuring that no one goes hungry or homeless. The province is reviewing and selecting safe locations to build resettlement areas for households that have lost their homes.

Dien Bien Power Company has repaired and restored power to 7,637 out of 8,960 customers, 84 out of 97 substations, and 100% of the centers of the communes. There are still 13 substations and 1,323 customers without power because the company has not been able to access the sites; the power company is continuing its efforts to restore power.

As of 22:00 on August 2, the communication system has been basically reconnected; 24 stations are still without service.

In the coming time, according to the weather forecast, the situation of natural disasters will continue to be complex, and heavy rains are likely to continue to occur in many periods in Dien Bien province. To proactively respond to natural disasters and minimize damage, the Provincial Party Committee has requested the Provincial Civil Defense Steering Committee to implement seriously the plans and schemes to respond to natural disasters and proactively update the plans and schemes according to the actual situation.
