On August 4, Prime Minister Pham Minh Chinh chaired a meeting of the Government’s Standing Committee on socio-economic issues in preparation for the upcoming regular Government meeting for July 2025.

At the meeting, the Standing Committee and delegates offered opinions on reports and proposals regarding socio-economic issues, allocation and disbursement of public investment capital, and implementation of national target programs in July and the first seven months of 2025.
According to the reports and discussions at the meeting, the world continued to face numerous challenges and new developments in July.
Domestically, the Prime Minister has directed ministries, sectors, and localities to focus on implementing tasks, concretizing resolutions, conclusions, and directives of the Central Party Committee, the Politburo, the Secretariat, and laws and resolutions of the National Assembly; achieving three strategic breakthroughs and four key resolutions; promoting new growth drivers; addressing legal obstacles; and resolving issues promptly that arise during the initial phase of the two-tier local government operation to ensure smoothness, continuity, and effectiveness.
The Prime Minister chaired an online conference with localities, setting the 2025 growth target at 8.3-8.5% and assigning specific growth targets to each ministry, sector, locality, and state-owned enterprise.
As a result, the socio-economic situation maintained its positive trajectory, with each month showing improvement over the last, achieving important results and bright spots that have been recognized and highly appreciated by the international community, people, and businesses. This lays a solid foundation for striving to achieve the growth target of 8.3-8.5% for the whole year.
The economy continued its growth momentum, with macro-economic stability, inflation under control, and major balances ensured. Many important indicators showed improvement compared to the previous month and the same period last year. Notably, new orders increased, and the Purchasing Managers’ Index (PMI) for July reached 52.4 points, the first month above 50 points since the second quarter.
Culture, social affairs, and social welfare continued to receive attention. Activities to honor and care for national contributors were well organized on the occasion of the 78th War Invalids and Martyrs’ Day (July 27, 1947 – July 27, 2025). Efforts were made to quickly overcome the consequences of natural disasters.

Concluding the meeting, Prime Minister Pham Minh Chinh analyzed and emphasized additional points on assessing the situation, providing directions and policy responses in July and the past time; highlighting outstanding socio-economic results and existing limitations and shortcomings; drawing lessons; and forecasting the situation in the coming time.
The Prime Minister requested continued flexible and effective adaptation to the situation, avoiding both subjectivity and negligence. He also emphasized key tasks and breakthrough solutions in various fields to renew traditional growth drivers, promote new ones, diversify markets, products, and supply chains, effectively implement the four “pillar” resolutions of the Politburo, resolve difficult projects, ensure smooth operation of the two-tier local government, reduce administrative procedures, promote decentralization and delegation of power along with resource allocation, and strengthen inspection and supervision.
At the same time, well organize activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2nd, hold groundbreaking and inauguration ceremonies for large projects and the exhibition “80 Years of Independence, Freedom and Happiness”, prepare for the new school year, develop and implement projects to prevent and respond to landslides, subsidence, droughts, and floods in the northern mountainous region and the Mekong Delta…
