In accordance with Article 145 of the Law on Environmental Protection 2020 and Clause 1, Article 150 of Decree No. 08/2022/ND-CP dated January 10, 2022, the Ministry of Agriculture and Environment is assigned to announce and update the list of products and services that have been granted the Vietnamese Eco-Label Certification.

Consequently, the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) has issued decisions on granting the Vietnamese Eco-Label Certification to environmentally friendly products and services.

Specifically, in 2024, the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) granted the Vietnamese Eco-Label Certification to 7 trademarks of establishments and enterprises. In 2025 (as of June 20, 2025), an additional 6 trademarks have been certified. These are environmentally friendly plastic packaging products from manufacturing units nationwide.

These trademarks are valid for 36 months from the date of granting. The Ministry of Agriculture and Environment requires units that have been granted the Vietnamese Eco-Label Certification for environmentally friendly packaging to regularly meet and maintain the Vietnamese Eco-Label criteria as registered and certified under the law. Annual reports must be submitted to the Ministry for guidance and inspection as regulated.

The Vietnamese Eco-Label for environmentally friendly plastic packaging is governed by stringent criteria and is awarded to plastic packaging products that are environmentally friendly. This aims to encourage sustainable production and consumption, enhance the competitiveness of certified products in the market, reduce solid waste, conserve resources through recycling and reusing plastic packaging, and mitigate greenhouse gas emissions from the production and post-consumer treatment of plastic packaging.

To obtain the Vietnamese Eco-Label Certification for environmentally friendly plastic packaging, manufacturing units must meet specific criteria regarding raw materials, materials, and fuels as stipulated in Decision 3257/QD-BTNMT of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) on the issuance of criteria for the Vietnamese Eco-Label for Environmentally Friendly Plastic Packaging.

Specifically, according to these criteria, the raw materials and production inputs for packaging shall originate from bio-based plastics (for biodegradable plastic packaging) or recycled PE and PP plastics that have been cleaned (for recycled plastic packaging), along with additives that do not contain any substances listed in Vietnam’s import and usage prohibition list.

Moreover, the packaging must not utilize any inks, dyes, pigments, or additives that are prohibited under environmental and health safety regulations pertaining to packaging production.

Regarding technical specifications and pollution parameter limits, the products must ensure quality in accordance with national or equivalent international standards. For biodegradable plastic packaging, the biodegradability rate must be at least 90% within 2 years in a natural environment, compost, or landfill. As for recycled plastic packaging, a minimum of 20% of the raw materials used shall be from recycled plastics, with a thickness of at least 50 µm and minimum dimensions of 50 cm per side.
