According to Mr. Bui Ngoc Bao, Chairman of the Vietnam Petroleum Association, the Ministry of Industry and Trade’s perspective is to phase out mineral gasoline. E10 is not a single product, but rather encompasses various types such as E10RON95 and E10RON97…

A customer opts for RON 95-V gasoline despite being advised to try E10.

“Learning from the implementation of E5 gasoline, the authorities might consider completely phasing out RON 95-III mineral gasoline and solely offering biofuel,” Mr. Bao stated.

Per the Chairman of the Vietnam Petroleum Association, the current decrees governing gasoline trade stipulate that the state only manages commonly consumed products meeting emission standards 2 and 3. Higher-standard products are managed by enterprises, which may allow them to continue selling premium mineral gasoline, such as RON 95-V.

Will the introduction of E10 gasoline lead to the eventual discontinuation of RON 95-V mineral gasoline?

However, a representative from a key gasoline enterprise shared the latest information they had received, indicating that with the widespread commercialization of E10 biofuel, mineral gasoline, including RON 95-V, would be discontinued.

“This is a sensible approach that benefits both consumers and businesses. Retail outlets cannot simultaneously offer multiple products due to constraints related to blending, pumps, and logistics,” the enterprise representative explained.

Since August 1st, several Petrolimex and PVOIL gas stations in Hanoi, Ho Chi Minh City, and Hai Phong have been piloting the sale of E10 gasoline, a biofuel containing 10% ethanol—a higher proportion than the 5% in E5 gasoline.

E10 gasoline is slightly more affordable than RON 95-III mineral gasoline (a commonly consumed product on the market), retailing at approximately VND 240 less per liter. Nonetheless, many consumers remain hesitant to adopt this new fuel due to concerns about quality and potential engine issues, particularly in automobiles and large-displacement motorcycles.

Minh Viet, a resident of Thai Ha Street in Hanoi, owns a large-displacement motorcycle and has opted to continue using RON 95-V gasoline instead of transitioning to E10. “I’m open to using E10, but I want to thoroughly research its compatibility with my vehicle,” he said.
