The Xuyên Á Industrial Park Phase 3 project, with a scale of over 177 hectares and a total investment of VND 3,560 billion, is developed by Ngoc Phong JSC.
According to Mr. Truong Thanh Liem, Head of the Provincial Economic Zone Management Authority, the Tay Ninh province planning for the 2021-2030 period includes 59 industrial parks spanning 16,800 hectares. Thus far, 46 industrial parks have been established, encompassing a total planned area of 14,507 hectares. Of these, 32 industrial parks are ready to receive investments, with a nearly 70% occupancy rate. Over 1,000 hectares of clean land are readily available for lease. The province’s industrial parks have attracted 2,490 projects, including 1,403 FDI projects with a total registered capital of 17.3 billion USD and 1,087 domestic projects with a total registered capital of more than VND 217.5 trillion. These projects have generated employment for nearly 350,000 workers in the industrial parks.
Mr. Huynh Van Son, Vice Chairman of the Provincial People’s Committee, assessed that the Xuyên Á Industrial Park Phase 3 project is one of the province’s strategic projects in shaping and developing its future industry.

Ngoc Phong JSC was established in 2007 and was previously headquartered in Long An province. As of 2014, the company was chaired by Mr. Dai Mien Hue (American citizen) and directed by Mr. Pham Tien Tran.
Under Mr. Dai Mien Hue’s leadership, Ngoc Phong JSC developed the Xuyên Á Industrial Park and Residential Area, considered Long An province’s first model industrial park, spanning over 479.5 hectares.
Ms. Nguyen Thi Thanh Hong is also a shareholder, holding 40% of Hai Son Company, a business with a current capital of VND 2,000 billion. The remaining 60% is held by Chinese entrepreneur Mr. Trinh Van Hai, who also serves as Chairman and General Director of Hai Son.
Hai Son is a well-known enterprise in Long An, operating in the industrial real estate sector since its establishment in 2002. They developed the Hai Son – Duc Hoa Dong Industrial Cluster in Duc Hoa Dong commune, covering 261 hectares.
According to Hai Son’s website, in 2017, the company took over the Xuyên Á Industrial Park project and assumed the role of “project developer.”

In 2021, Hai Son was approved as the investor for the The Ky Industrial Park in Huu Thanh commune, Duc Hoa district, Long An province. The project covers an area of 119.2 hectares with a total investment of VND 1,355 billion, including VND 400 billion in capital contribution from the investor.
Additionally, Hai Son has developed several projects, including the Hai Son Duc Hoa Dong Residential Area (in Duc Hoa Dong commune, Duc Hoa district, Long An province) spanning nearly 76.6 hectares and accommodating a population of approximately 12,500 people, and the Hai Son 13.4-hectare residential and resettlement area in Long Thuong commune, Can Giuoc district.
