On the morning of August 3, Prime Minister Pham Minh Chinh attended and directed the 4th Party Congress of the National Oil and Gas Group of Vietnam (Petrovietnam – PVN) for the term 2025-2030.

The Prime Minister praised the event as a significant political milestone for Petrovietnam, coinciding with the 50th anniversary of the Group’s foundation (September 3, 1975 – September 3, 2025). This occasion also aligns with the heroic spirit of the historic August Revolution, as the country prepares to commemorate the 80th anniversary of the August Revolution and National Day on September 2, along with 80 years of traditional values upheld by the People’s Police Force.

During the Congress, in addition to acknowledging and analyzing the outstanding achievements of Petrovietnam, Prime Minister Pham Minh Chinh outlined several key tasks for the Group.

Looking ahead, the Prime Minister expects the Group to set even higher goals than those already proposed. He encourages Petrovietnam to research and propose appropriate mechanisms and policies to foster more significant breakthroughs. The Group is urged to strive to join the ranks of the top five enterprises in Southeast Asia.

Firstly, the Prime Minister suggests that Petrovietnam takes the lead in pioneering breakthroughs, applying science and technology, promoting innovation and creativity, and embracing digital transformation in line with Resolution 57 of the Politburo. Additionally, the Group should proactively and actively integrate internationally and develop markets according to Resolution 59 of the Politburo.

Furthermore, the Prime Minister recommends that the Group supports and boosts the development of the private economy as per Resolution 68 of the Politburo. Petrovietnam is also expected to contribute to the realization of Resolution 66 of the Politburo on law building and enforcement, proposing mechanisms and policies with the spirit of serving the common interests and countering vested interests.

Secondly, Petrovietnam should constantly renew its thinking, dare to think big and act boldly, embracing challenges and taking decisive actions. The Group must continuously learn, research, and improve the quality of its human resources with the following guiding principles: Resources stem from thinking and vision; momentum arises from innovation and creativity; strength emanates from the people and enterprises; nothing is impossible, provided we have the determination, knowledge, and timely decisiveness.

Thirdly, the Group should focus on strengthening Party building, enhancing the comprehensive leadership and combative strength of the entire Party organization. It is imperative to continue promoting the study and following of President Ho Chi Minh’s thought, morality, and lifestyle in alignment with the political tasks of each unit and individual, inspiring and motivating every Party member.

Fourthly, Petrovietnam needs to synchronously deploy modern and intelligent governance solutions, optimizing production and business efficiency, flexibly adapting to market fluctuations, and seizing opportunities from the restructuring of global supply chains to maintain sustainable development goals.

Consequently, the Group will contribute to achieving growth targets, curbing inflation, stabilizing the macro-economy, ensuring major economic balances, especially energy security, social welfare, and improving the people’s lives.

Regarding this task, Prime Minister Pham Minh Chinh expects Petrovietnam to strive for a growth rate of approximately 1.5 times the country’s average economic growth rate.

Fifthly, Petrovietnam should closely follow the resolutions of the Party Congress of the Group, the resolutions of the Party, and the upcoming 1st Party Congress of the Government and the 14th National Party Congress. The Group should then concretize and develop specific action programs and plans that are practical, feasible, and effective. It is essential to have clear thoughts, strong determination, great efforts, and decisive actions, ensuring that each task is completed thoroughly and successfully.

To accomplish these tasks, the Group must ensure “6 Clears: Clear on people, tasks, responsibilities, authority, time, and results”; “3 Benefits: Beneficial to the country, the people, and enterprises”; and “2 Prevents: Prevent individual interests, corruption, and negativity, and prevent waste and loss of assets.”

The Prime Minister also suggested that the Congress promote democracy and wisdom to further discuss and analyze the content of the Party Congress documents of the Group. Additionally, contributions should be made to the draft documents of the 14th National Party Congress and the Party Congress of the Government. The Congress should elect a united and exemplary 4th Party Committee of the Group, representing the wisdom, capacity, and virtues of the Party organization, with the capability to successfully fulfill all assigned tasks.
