The Ministry of Public Security has recently submitted the third draft proposal to the Ministry of Justice for appraisal. This draft proposes amendments and supplements to several articles in ten laws related to the administrative management, functions, and tasks of the Public Security force. One notable change is regarding the Law on Road Traffic Order and Safety.

In relation to the driving licenses of millions of citizens nationwide, the draft proposes to amend and supplement point b of Clause 5, Article 62 of the Law, adding the case of “drivers who obtain their licenses through fraudulent means” as a ground for license revocation.

According to the Ministry of Public Security, the reason for this proposed amendment is to tighten the management of driving license issuance and renewal. In recent years, there has been a prevalent issue of buying and selling driving licenses, as well as the use of fake licenses for renewal purposes.

The methods of creating fake driving licenses have become increasingly sophisticated. Offenders take advantage of social media platforms to openly advertise their services. With just a few messages, buyers can provide their personal information and photos, and then receive a fake license through express delivery services.

By simply searching for phrases such as “get a driver’s license quickly” or “GPLX A1 without exam” on social media platforms like Facebook, Zalo, or YouTube, numerous accounts offering fake documents will appear. They guarantee “no need for exams,” “delivered to your door,” “99% identical to the real thing,” and “QR code undetectable.” They also advertise attractive offers such as fast and reliable services with original files, all for prices ranging from VND 500,000 to VND 2 million.

However, no matter how sophisticated these fake licenses may seem, they rarely fool the Traffic Police. With their practical experience and specialized skills, Traffic Police officers can easily identify any irregularities.

What does the current Law on Road Traffic Order and Safety say about license revocation?

According to Clause 5, Article 62 of the Law on Road Traffic Order and Safety of 2024, the following are grounds for driving license revocation:

The driver no longer meets the health requirements for the respective license class, as concluded by a medical examination.

The license was issued in violation of regulations.

The license has exceeded the temporary retention period or the time limit for executing administrative penalty decisions according to the law on handling administrative violations, and the violator does not come to receive it without justifiable reasons.
