According to Ninh Binh province’s report, in the context of rapid urbanization, a large population, and a diverse economy with key sectors such as tourism, industry, services, and logistics, investing in the construction of an airport has become imperative. It will contribute to completing the province’s strategic infrastructure system. An international airport will not only serve as an important gateway for trade and transportation but also boost investment, enhance competitiveness, and foster economic growth.
Additionally, the airport will promote regional connectivity, effectively exploit the potential of heritage, cultural, and spiritual tourism, and create more job opportunities for locals.
Recognizing the significance of this infrastructure project, Ninh Binh province has identified the development of an international airport as a key transportation hub, playing a pivotal role in driving local socio-economic development.
However, the Ninh Binh International Airport has not yet been included in the Master Plan for the Development of Airports and Airports nationwide for the period 2021-2030, with a vision towards 2050.
Following the Prime Minister’s directive in Document No. 6513 dated July 14, 2025, Ninh Binh province is preparing a proposal for the “Study on the Feasibility of Developing Ninh Binh International Airport” to submit to the Ministry of Construction for consideration and reporting to the Prime Minister for inclusion in the master plan.
Based on initial surveys and studies, Ninh Binh province plans to propose constructing the airport in Liêm Tuyền ward, offering relatively convenient access to vital transportation hubs in the region.
Ninh Binh Airport will be strategically located approximately 80km from Noi Bai International Airport, 85km from Cat Bi Airport, 63km from Gia Binh Airport, and 85km from Tho Xuan Airport. The proposed site for Ninh Binh International Airport is also conveniently situated near high-speed railway stations, including Phu Ly (5km), Ninh Binh (43km), and Nam Dinh (17km).
The People’s Committee of Ninh Binh province has suggested building the airport to Grade 4E standards with two parallel dependent runways. The initial design capacity targets serving approximately 10 million passengers annually, with reserved land for future expansion to accommodate growing demands.
Previously, Xuan Truong Construction Company submitted a proposal to the country’s leaders, suggesting the construction of an international airport in Ninh Binh province, funded by the provincial budget and socialized capital from enterprises, excluding central government funds.
In a report sent to the Government earlier this July, the Ministry of Construction expressed support for Xuan Truong Construction Company’s proposal. They recommended that the competent authority assign the People’s Committee of Ninh Binh province to develop a feasibility study for the Ninh Binh airport and submit it to the Ministry of Construction for consideration and reporting to the Prime Minister.
