On August 3, the Lao Cai Provincial Police Investigation Agency announced the prosecution and arrest of two individuals, Nguyen Van Thuc (DOB: 1986, residing in Doan Ket ward, Lai Chau province) and Quang Xuan Hung (DOB: 1990, residing in Phuc Khanh district, Lao Cai province), for fraud and appropriation of property.

Investigations revealed that Thuc and Hung used anonymous social media accounts and unregistered phone SIM cards to communicate. They also employed fake vehicle license plates, driver’s licenses, and identity cards to carry out their fraudulent activities. In January 2023, the duo appropriated over 152 tons of raw rubber latex worth more than VND 2.7 billion from the Lai Chau Rubber Joint Stock Company.
However, the company only reported the incident to the police in February 2025, which created challenges for the investigation and identification of the perpetrators.
The Lao Cai Provincial Police’s Criminal Investigation Division dispatched multiple teams of detectives to various provinces, including Lai Chau, Hai Phong, Hanoi, and Dong Nai, to gather evidence and documents related to the case.

During the interrogation, Hung and Thuc confessed to their crimes. They admitted to appropriating over 152 tons of raw rubber latex and transporting it to Dong Nai province for sale, illegally profiting over VND 2.7 billion.
