The “Tick xanh trách nhiệm” program, or the Quality Control of Goods Program in Ho Chi Minh City, is a voluntary initiative to ensure product quality in distribution chains. Many large retailers have joined the “Tick xanh trách nhiệm” program and are providing “Tick xanh” products to consumers.

VERIFICATION OF “TICK XANH” PRODUCTS

Recently, the Ho Chi Minh City Department of Industry and Trade conducted a survey and inspection of “Tick xanh” products at several locations: Co.opmart Thang Loi Supermarket, MM Mega Market Hiep Phu Supermarket, Bach Hoa Xanh Store on Ha Huy Giap Street, and Mekong Delta Foods Company Limited.

These retailers have dedicated sections for “Tick xanh” products, displaying the logo and providing information about the program to consumers. They reported an increase in the number of suppliers participating in the “Tick xanh trách nhiệm” initiative, leading to a wider range of “Tick xanh” labeled products on their shelves.

A positive development is the growing consumer interest in “Tick xanh” labeled products, resulting in increased sales for supermarkets. Initially, the program focused on fruits and vegetables, but it has now expanded to include 91 processed products such as pork, bird’s nest, eggs, fish cakes, bánh canh, and tofu.

Vo Thi Bich Thuy, Saigon Co.op’s premium category manager, shared that as of July 2025, they have 99 suppliers participating in the “Tick xanh trách nhiệm” program. Over 1,000 of their suppliers’ products have been approved and labeled with the “Tick xanh” logo for easy consumer identification.

“Customers are showing a strong preference for products with the ‘Tick xanh’ logo. Our sales in July increased by more than 40% compared to the same period last year. This indicates that the program is creating a positive impact and building customer trust,” said Thuy.

Dinh Quang Khoi, Marketing Director of MM Mega Market, stated that as of the end of July 2025, MM has 47 suppliers registered for the “Tick xanh trách nhiệm” program, offering 164 approved products. “The number of participating suppliers and products is constantly growing. All our vegetables come from the Da Lat area, one of our key farming regions, accounting for about 75% of the total vegetable supply distributed at MM supermarkets nationwide,” Khoi added.

The survey team from the Department of Industry and Trade commended the role of distributors and acknowledged that businesses taking the initiative to implement the “Tick xanh trách nhiệm” program is an effective way to control and guarantee product quality.

While the initial implementation phase was slow, there has been a significant improvement in pace, especially in some distribution systems. Out of the 12 participating distribution systems, some have made remarkable progress with a large number of “Tick xanh” products, while others are still limited in their offerings.

“This survey will focus on inspecting and controlling the quality of goods. While the program previously relied on encouragement and persuasion, it’s now time to evaluate, exclude non-compliant units, and recognize those who perform well,” said Nguyen Nguyen Phuong, Deputy Director of the Ho Chi Minh City Department of Industry and Trade.

ENHANCING TRANSPARENCY

Nguyen Nguyen Phuong shared that the Department has been focusing on encouraging and motivating stakeholders to participate in the program, and as a result, a stable process has been established. Moving forward, the Department will place greater emphasis on quality control and promoting the program, participants, and their products to consumers through the “Tick xanh trách nhiệm Month” campaign.

During the “Tick xanh trách nhiệm Month,” distribution systems will utilize the Tick xanh logo on products, increase promotion and publicity at physical and online sales channels, and offer discounts for “Tick xanh” products.

The city’s industry and trade sector will also coordinate with media units to organize seminars and events to announce the results, recognize outstanding participants, and assign rankings and ratings to distribution systems and suppliers based on their level of participation.

Dr. Dao Ha Trung, Chairman of the Ho Chi Minh City High-Tech Association (HCA), stated that as an independent organization, the HCA has developed a “Tick xanh trách nhiệm” product management system to support the Department of Industry and Trade in objectively managing product quality, traceability, and recalls using Blockchain and AI technology.

This system enables supermarkets to efficiently manage suppliers, and consumers can trace information such as supplier ID and address, internal product code, and the date the product was received by the supermarket.

The Department of Industry and Trade suggested that supermarkets proactively update the daily product inspection results on the management system for consumers’ reference. This step is crucial for enhancing transparency and building consumer trust.

Saigon Co.op, one of the participants, suggested that the “Tick xanh trách nhiệm” management software is currently only applicable to pre-packaged fruits and vegetables, while consumers also prefer to buy various types of unpackaged fresh food. Therefore, they proposed that solutions should be provided to support this category of unpackaged products.

Additionally, representatives from some supermarkets shared that while many suppliers actively participate in the program, there are still some who are hesitant due to a lack of understanding. These suppliers are also concerned about the costs and time involved in implementing the program, as the impact on sales is not yet evident.

“The responsibility of suppliers is simply to fulfill their commitments and comply with the law. For example, if a company claims to produce products according to VietGAP standards, they must ensure that their products meet those standards,” emphasized Nguyen Nguyen Phuong. “Supermarkets need to establish appropriate monitoring mechanisms. In the future, we will propose that departments and branches coordinate to control product quality right at the source.”
