A total of VND 100 million each will be provided to rebuild 500 completely collapsed, washed-away, or urgently needing relocation houses. Simultaneously, VND 30 million each will be allocated to repair 500 heavily damaged houses.

The allocation and organization of support will be handled by the Ministry of Public Security’s Office in collaboration with the Relief Mobilization Committee, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province, and relevant agencies. This ensures transparency, compliance with legal regulations, and that the support reaches the intended recipients.

On August 5, 2025, a working group from the Ministry of Public Security, led by Lieutenant General Nguyen Hong Nguyen, Deputy Chief of the Ministry’s Office, met with Nghe An provincial leaders to unify plans for an intensive campaign to build houses and schools for those severely affected by Storm No. 3.

As per the Ministry of Public Security’s directive, Nghe An will receive support to rebuild 500 completely collapsed, washed-away, or urgently needing relocation houses and repair 500 heavily damaged ones. In My Ly commune, Ky Son district, 86 families have registered for prefab houses designed and implemented by the Ministry of Public Security.

Ministry of Public Security leaders directly visited, encouraged, and provided gifts to the people of My Ly. They also shared difficulties with the teachers and students of My Ly 2 Primary School for Ethnic Minorities, which was severely affected by the floods, and surveyed the proposed site for rebuilding the school.

The Nghe An Provincial Party Committee Office has also issued a document requesting the elimination of welcoming artistic programs and gift-giving during the People’s Party Congress at the commune and ward levels in the province. This ensures a solemn, practical, and non-wasteful atmosphere as the locality strives to overcome the consequences of natural disasters.

As of 4:40 p.m. on August 5, the total amount of money and goods registered by organizations and individuals inside and outside the province to support through the Vietnam Fatherland Front Committee of Nghe An province has reached nearly VND 130 billion. This is an important resource to help people restore their homes and stabilize their lives after the natural disaster.

According to reports from Nghe An province, Storm No. 3 (Wipha) and its circulation at the end of July caused particularly severe damage in the western mountainous communes, with estimated losses of about VND 3,767 billion (as of August 5).

Housing damage was the most severe, amounting to VND 1,545 billion. The province had 450 houses that were completely collapsed, washed away, or buried; 5,426 houses were deeply flooded, causing damage and loss of assets inside; and another 1,601 houses were affected by landslides and floods.

The heavy rain also caused serious damage to roads, culverts, and essential infrastructure in the highland areas, isolating many residential areas and causing significant losses to the production, life, and study of thousands of people.
