On the afternoon of August 5, in Hanoi, the Central Steering Committee for the Improvement of the Legal System and Laws held a thematic session under the chairmanship of Comrade General Secretary To Lam, Head of the Steering Committee.
The session was attended by Comrade Pham Minh Chinh, Politburo member, Prime Minister, Deputy Head of the Steering Committee; Comrade Tran Thanh Man, Politburo member, National Assembly Chairman, Deputy Head of the Steering Committee; members of the Steering Committee and representatives of some central ministries and branches.
The thematic session of the Steering Committee took place in the context of the three-month implementation of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on renewing the work of building and enforcing laws to meet the requirements of the country’s development in the new era.
At the session, the Steering Committee discussed and gave opinions on reports reviewing and proposing solutions to remove difficulties and obstacles caused by legal regulations. These included a consolidated report on review results and proposed solutions; and thematic reports in the fields of finance, investment, science and technology, innovation and digital transformation.
At the same time, the session also discussed and gave opinions on reports on “Orienting the legal framework for mobilizing and unblocking financial resources for economic development”; some major orientations for amending and supplementing the Land Law; Report “Some orientations for preventing and resolving international investment disputes”; and the Outline of the Project “Improving the structure of the Vietnamese legal system to meet the requirements of the country’s development in the new era”
In addition, the Standing Office of the Steering Committee also reported on the preliminary assessment of the implementation of the tasks of decentralization, devolution and determination of authority of local governments and the results after 3 months of implementing Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo.
Concluding the session, General Secretary To Lam, Head of the Steering Committee, emphasized that the Steering Committee basically agreed with the proposal of the Party Committee of the Ministry of Justice on the views and solutions to handle difficulties and obstacles according to the provisions of law; requesting the Party Committees of ministries, ministerial-level agencies, the Party Committee of the People’s Supreme Court, the Party Committee of the Supreme People’s Procuracy, the Party Committee of the State Audit Office of Vietnam and relevant agencies to continue reviewing and proposing solutions to remove difficulties and obstacles, not to miss any difficulties and obstacles due to legal regulations in the scope of the industry and field. Note: Focus on reality and focus on resolving issues that are hindering development, ensuring that by 2025, we will basically complete the removal of “bottlenecks” caused by legal regulations.
For those contents that are agreed by ministries and agencies as not being difficulties and obstacles due to legal regulations, they should publicly respond with official opinions so that agencies, organizations, businesses and individuals who have proposed and reflected will know; at the same time, pay attention to improving the effectiveness of legal guidance, propagation and dissemination of law and education.

General Secretary To Lam requested that the Party Committee of the National Assembly and the Party Committee of the Government direct the advisory agencies to supplement 25/47 laws into the National Assembly’s law-making program in 2025, to be passed at the 10th session of the 15th National Assembly to immediately resolve the existing problems related to the law; requesting the Party Committee of the Government to direct the ministries and branches to continue to improve the review results, ensuring the accurate identification of 834 difficulties and obstacles and 21 contents of proposals that are not consistent between the Ministry of Justice and the relevant ministries and branches. The Party Committee of the Ministry of Agriculture and Environment shall coordinate with the Party Committee of the Ministry of Justice to build a thematic report, reviewing and proposing solutions to remove difficulties and obstacles in the field of land, serving the amendment and supplementation of the Land Law at this session.
Comrade General Secretary also requested the Party Committee of the Ministry of Home Affairs to coordinate with the Party Committee of the Ministry of Justice to build and complete a thematic report to review and propose solutions and difficulties and obstacles due to legal regulations on decentralization, devolution and determination of authority in the administrative apparatus, especially in the two-level local government.
It is suggested that the Party Committees of the National Assembly, the Government and the ministries and branches continue to direct the synchronous implementation of solutions to improve the quality of reviewing documents, drafting, verifying, verifying, and approving draft legal documents, associating with the responsibility of the heads of agencies; need to thoroughly grasp and strictly implement the Politburo’s direction in Resolution 66, determining that building and perfecting the legal system, inspecting and supervising the organization and implementation of laws is a key and continuous task of the central ministries and branches.
“The head of the ministry and branch-level agency directly leads and guides the work of law making, takes main responsibility for the quality of policies and laws in the field of management; linking with the work of commending and promoting cadres; there must be sanctions and measures to handle those who do not fully perform the task of leading and guiding law making”, emphasized General Secretary To Lam.
Regarding the orientation of the legal framework for mobilizing and unblocking financial resources for economic development, the Party Committee of the Government directs the Party Committee of the Ministry of Finance to continue to research and propose specific solutions, especially to urgently amend, supplement and promulgate new legal documents related to perfecting the legal framework. Synchronous, feasible, close to reality, suitable to the provisions of the law, the nature of the market, while ensuring the leading, guiding and creating role of the State in mobilizing, allocating and using effectively all legal resources from all economic components, creating a breakthrough driving force to serve the goal of double-digit growth. This task also needs to be completed in 2025.
Regarding some major orientations for amending and supplementing the Land Law, the Steering Committee recorded the initial results in the report of the Party Committee of the Ministry of Agriculture and Environment. Through discussions, many opinions showed that there are still many obstacles that need to be amended, so Comrade General Secretary To Lam requested the Party Committee of the Government to direct the Party Committee of the Ministry of Agriculture and Environment to coordinate with relevant agencies to continue to improve the Report on some major orientations for amending and supplementing the Land Law.
Especially for the draft Outline of the Project “Improving the structure of the Vietnamese legal system to meet the requirements of the country’s development in the new era”, General Secretary To Lam requested the Party Committee of the Ministry of Justice to urgently complete the Project Outline and organize the implementation of the task, in which it is necessary to focus resources, have appropriate methods, coordinate closely with the central ministries and branches, the Committees of the National Assembly, mobilize the participation of experts, leading scientists, good and dedicated lawyers because the research results of the Project need to be considered as a premise for research and construction. A strategy for building and perfecting the Vietnamese legal system in the new era.
In addition to the above contents, General Secretary To Lam requested that on the basis of the results of 3 months of implementing Resolution 66, the central agencies, ministries, branches and localities closely follow the 2025 work program of the Steering Committee to implement the assigned tasks; assigning the Central Inspection Commission to build a plan to implement and supervise the implementation of Resolution 66, ensuring that the contents of the Resolution are implemented seriously and effectively.
