According to a Tien Phong reporter, on July 1st, 36 wards and communes in Ho Chi Minh City, in the former Binh Duong area, simultaneously changed their names and addresses on their headquarters’ signs. All the new signs now display the two-tier administrative unit of Ho Chi Minh City.

This significant day marked the official implementation of the two-tier government model in Ho Chi Minh City. It represents a pivotal moment in administrative reform and signifies the region’s dynamic development, contributing to the country’s powerful transformation and the nation’s ascent.

Following the merger, Ho Chi Minh City now boasts a “super ward” named Binh Duong Ward. With a natural area of 58.157 square kilometers (representing 1,057.40% of the regulation) and a population of 107,576 people (239.06% of the regulation), it is one of the largest wards in terms of both area and population. With seven industrial parks and one industrial cluster, Binh Duong Ward is the country’s largest and most populous administrative ward at the commune level that manages these areas.

“I came to the ward to register the status of my real estate, and the officials informed me that this step is no longer necessary. This change delighted me because, in the past, obtaining confirmation of real estate status was challenging and time-consuming. Even without completing any procedures, I achieved my desired outcome by visiting the ward,” said Mr. Linh excitedly as he recounted his experience with administrative procedures.


In the former Binh Duong area of Ho Chi Minh City, there is a ward with the intriguing name of Chanh Hiep Ward. This ward was formed by merging the wards of Dinh Hoa, Tuong Binh Hiep, Chanh My (excluding the neighborhoods of Chanh Loc 1, Chanh Loc 2, and Chanh Loc 7), and neighborhoods 5 and 6 of Hiep Thanh (Thu Dau Mot, former Binh Duong). This area is renowned for its traditional lacquer painting craft.
Mr. Tran Manh Hung, a local resident who was present at Chanh Hiep Ward, shared his experience: “Today, I came to the ward to request a land extract, and the officials here were very enthusiastic in their guidance. They informed me that for land granted certificates many years ago, I should go to the Land Registration Office in the inter-ward area. However, for new registrations, the procedure can be done at the ward. The processing points for administrative procedures are close by, and everything was handled swiftly and efficiently, unlike the long waits in the past.”
