The Government Office has just issued a notification on the conclusion of Deputy Prime Minister Bui Thanh Son at the meeting on hearing reports on the implementation progress of the project for resettlement and site clearance for the Ninh Thuan nuclear power plant projects.

To ensure the progress of the project as required by the Prime Minister, the Deputy Prime Minister requested the People’s Committee of Khanh Hoa Province and relevant ministries and agencies to concentrate resources and proactively remove difficulties and obstacles within their competence.
He also urged them to actively implement the assigned tasks in the shortest possible time to achieve the highest results.
The Deputy Prime Minister requested the Ministry of Industry and Trade to proactively coordinate with relevant ministries, agencies, and the Vietnam Electricity Group and the Vietnam National Coal-Mineral Industries Group to actively negotiate with partners on the inter-governmental agreements on investment cooperation for the Ninh Thuan nuclear power projects.
It is expected to complete the negotiations for the Ninh Thuan 1 project by August 2025 and for Ninh Thuan 2 by May 2026.
The Deputy Prime Minister asked the Ministry of Science and Technology to promptly coordinate with relevant ministries and agencies to review legal regulations, the latest safety guidelines of the IAEA, and international regulations and practices.
They should also unify regulations on the safe distance between residential areas and nuclear power plants and, if necessary, amend Circular No. 13/2009/TT-BKHCN within its competence in August 2025 to guide the People’s Committee of Khanh Hoa Province in implementation.
The Ministry of Agriculture and Rural Development was assigned to coordinate with the Ministry of Justice, the Ministry of Industry and Trade, and the People’s Committee of Khanh Hoa Province to review the legal basis and authority to decide on the abolition of Decision No. 1504/QD-TTg dated August 28, 2013, of the Prime Minister on the mechanism and policy for compensation, support, and resettlement for the Ninh Thuan nuclear power project, reporting to the Prime Minister for consideration and decision.
The Ministry of Finance was requested to coordinate with the People’s Committee of Khanh Hoa Province to review the total capital for resettlement and site clearance for the Ninh Thuan nuclear power plants and propose the level of central budget support, reporting to the Prime Minister before August 10, 2025.
The Deputy Prime Minister requested the People’s Committee of Khanh Hoa Province to strictly implement the regulations and guidance of competent authorities to ensure the highest safety for the people and focus on compensation and resettlement work.
It should soon relocate households and complete site clearance to hand over to the investor in 2025 as directed by the Prime Minister, while strengthening inspection and supervision to prevent corruption, negativity, and wastefulness.
He emphasized that people’s lives in the new place must be better or at least equal to their previous ones.
The Vietnam Electricity Group and the Vietnam National Coal-Mineral Industries Group were assigned to urgently complete the pre-feasibility reports for the investment projects to build nuclear power plants for submission to competent authorities for adjustment of the investment policy (for the Ninh Thuan 1 project by September 2025 and for Ninh Thuan 2 by June 2026 at the latest).
The Deputy Prime Minister requested the two groups to coordinate closely with the People’s Committee of Khanh Hoa Province in site clearance and resettlement for the Ninh Thuan 1 and 2 nuclear power plants, quickly stabilizing livelihoods for families in the new places to ensure uninterrupted production and business activities and the stable lives of local people.
