On August 5, Minister Pham Thi Thanh Tra addressed the Ministry of Home Affairs’ monthly meeting, evaluating the progress of the two-tier administrative system after one month of implementation. She acknowledged the relatively good outcomes while recognizing inevitable challenges and obstacles.
The Minister announced that the Ministry will select 34 capable and dedicated officials to support local provinces and cities for a period of three months. These individuals will be exemplary, ensuring the effective implementation of tasks related to the two-tier local government structure, beyond their current areas of expertise.

The selected officials for this mission will be those who embody a spirit of volunteering and responsibility. Minister Tra emphasized that their contributions will be highly valued and recognized.
She further instructed the units included in the selection plan to approach this task with honor and a sense of bearing the collective responsibility of the Ministry. The Minister also emphasized the importance of ensuring the progress of institutional building.
According to Minister Tra, the Ministry of Home Affairs will provide training for local authorities at the commune level this week. Additionally, the Ministry will advise competent authorities on reviewing and proposing amendments to allowances for officials, public employees, and civil servants following the reorganization of the apparatus.
At the conference, Vu Xuan Han, Chief of the Ministry’s Office, stated that during August, units would focus on implementing three plans to promulgate the Law on Officials, the Law on Local Government Organization, and the Law on Employment, ensuring quality and progress, especially in accelerating the construction of decrees and circulars.
The Ministry of Home Affairs is also committed to perfecting the institution, mechanism, and policy and ensuring resources to seriously and effectively implement the Government’s action program to realize the “quadruple pillar” resolutions of the Politburo.
