On August 5, Minister Pham Thi Thanh Tra addressed the Ministry of Home Affairs’ monthly meeting, assessing the progress of the two-tier administration after one month of operation. Despite inevitable challenges and obstacles, she considered the initial results quite satisfactory.
The Minister announced that the Ministry of Home Affairs will select 34 capable and dedicated officers to support the provinces and cities for three months. These officers will be exemplary individuals with expertise in implementing the two-tier local government system, not limited to their current domains.

Minister Tra emphasized the mandatory training and preparation of materials for the selected officers to ensure their readiness for the new assignment. This task is unprecedented, and the Ministry of Home Affairs is taking the lead with a sense of responsibility and dedication.
“We value the spirit of volunteering and commitment,” she added, assuring that the officers’ contributions will be highly acknowledged and appreciated.
The Minister also advised the units involved in the selection process to consider it an honor and a responsibility to contribute to the success of this mission. She emphasized the importance of their “going out to win” mentality.
Additionally, Minister Tra highlighted the need to ensure the progress of institutional building. The Ministry of Home Affairs will provide training for local authorities at the commune level this week and advise competent authorities on reviewing and proposing amendments to allowances for officials and public employees after the organization’s restructuring.
At the conference, Vu Xuan Han, Head of the Ministry’s Office, stated that during August, the units would focus on three plans to implement the Law on Cadres and Civil Servants, the Law on Local Government Organization, and the Law on Employment, ensuring quality and progress, especially in drafting decrees and circulars.
The Ministry of Home Affairs is also committed to completing the institution-building, mechanisms, policies, and resources to effectively implement the Government’s action programs and plans to realize the “quadruple pillar” resolutions of the Politburo.
