
The renovation and upgrade project of National Highway 28B includes two construction packages, XD-02 and XD-01, which commenced in April and September 2024, respectively.

Currently, this is the shortest route connecting Phan Thiet and Da Lat, enhancing regional connectivity and meeting transport demands along the East-West Corridor, linking the Central Highlands with the provinces of South Central Vietnam.

The project starts at the intersection of National Highway 1A at Luong Son Junction and ends at the intersection of National Highway 20 at Tahine Junction. With a total length of 69 km, the project has an investment capital of over VND 1,400 billion.

According to Project Management Unit 5 (under the Vietnam Road Administration – the investor), the project consists of two construction packages, but the entire route has not yet been handed over with a cleared construction site, affecting the construction progress. Package XD-01 has achieved over 20% completion, while Package XD-02 has reached over 50%.

To expedite construction, the contractor is arranging multiple teams and simultaneous construction sites to make up for lost time. Meanwhile, Project Management Unit 5 has requested local authorities to urgently hand over the remaining area to complete the project as soon as possible.

Recently, Deputy Minister of Construction Bui Xuan Dung signed Document No. 7416, sending it to the People’s Committee of Lam Dong Province regarding the acceleration of site clearance for the renovation and upgrade project of National Highway 28B, which passes through the old provinces of Binh Thuan and Lam Dong.

According to the report from the Vietnam Road Administration, the local authorities have handed over 61.7 km of the 68 km route (equivalent to 91%) for construction. However, 6.3 km of the route is yet to be handed over, along with the relocation of some technical infrastructure, including 4.3 km of water pipelines, 100 electricity poles of various types, and railway signal wires at M2 pier of the railway overpass.

Regarding land retrieval procedures, there are still over 23 hectares pending approval for site clearance compensation. This includes over 16 hectares belonging to three organizations and 535 households, as well as over 7 hectares of public land.

The Ministry of Construction stated that with the project completion scheduled for 2025, the remaining time for construction and disbursement of the allocated capital in the medium-term public investment plan for 2021-2025 is very limited (approximately five months).

Therefore, the Ministry of Construction requested the People’s Committee of Lam Dong Province to continue directing the People’s Committees of the communes of Luong Son, Song Luy, Phan Son (formerly of Binh Thuan Province), and Ta Hine and Ninh Gia (formerly of Lam Dong Province), along with relevant units, to focus on resolving compensation and land retrieval procedures. Simultaneously, the technical infrastructure should be relocated by August 2025 to provide the contractor with a cleared construction site.

The Ministry of Construction requested the People’s Committee of Lam Dong Province to promptly announce the responsible entity for performing the functions and tasks of the investor for the site clearance sub-project for National Highway 28B.

The Ministry of Construction assigned the Vietnam Road Administration and Project Management Unit 5 to coordinate closely with the relevant agencies and communes of Lam Dong Province to resolve difficulties in site clearance and construction processes, ensuring the completion of National Highway 28B in 2025. If the People’s Committee of Lam Dong Province fails to hand over the site according to the set schedule, it will be challenging to complete the project within the planned timeframe and fully disburse the allocated capital for the 2021-2025 period.

Consequently, the project faces the risk of suspension, and the funds may need to be reallocated to focus on national key projects, as directed by the Prime Minister.

Currently, the construction site of the renovation and upgrade project of National Highway 28B is in disarray. After the merger of Dak Nong and Binh Thuan provinces into Lam Dong to form the new Lam Dong Province, National Highway 28B has become the route that hundreds of officials and public employees from the former Binh Thuan Province must travel weekly to their workplaces.

As per the plan, the project is expected to be completed in the first quarter of 2026.
