The Office of the Government has just announced the Conclusion of Deputy Prime Minister Bui Thanh Son at the meeting on hearing reports on the implementation progress of the project on resettlement and site clearance for the Ninh Thuan nuclear power plant projects.
The People’s Committee of Khanh Hoa Province suggested that in order to have a basis for capital arrangement and site clearance, it is necessary to carry out procedures for adjusting investment policies and adjusting component projects in accordance with the law on public investment. This would take a significant amount of time and could result in increased costs and delays beyond the expected completion date of 2025.
Therefore, the People’s Committee of Khanh Hoa Province proposed to separate the site clearance content into an “independent project” and assign the province to implement it within its authority and legal regulations to soon implement the project, unblock resources, promote economic growth, and contribute to ensuring national energy security.

Regarding this proposal, Deputy Prime Minister Bui Thanh Son assigned the Ministry of Finance to coordinate with the Ministry of Justice, the People’s Committee of Khanh Hoa Province, and relevant ministries and agencies to study and build a Government Resolution on separating the content of resettlement and site clearance for the Ninh Thuan Nuclear Power Plant into an “independent project”. This project will be implemented by Khanh Hoa Province within its authority and legal regulations, according to Resolution No. 206/2025/QH15 dated June 24, 2025 of the National Assembly, and reported to the Government before August 10, 2025.
According to the report of the People’s Committee of Khanh Hoa Province, the Ninh Thuan 1 and 2 Nuclear Power Plant Projects will be implemented in Phuoc Dinh and Vinh Hai communes, respectively. The total area to be reclaimed for both projects, as decided by the Prime Minister, is over 1,279 hectares, affecting nearly 1,300 households with nearly 5,000 people.

Of this, the area for the two plants is over 814 hectares, with the remaining area allocated for resettlement areas, urban renovation, cemeteries, pump stations, and resettlement farms. The Ninh Thuan 1 Nuclear Power Plant alone has a total area of 485.54 hectares, while the Ninh Thuan 2 Nuclear Power Plant covers 643.6 hectares. The resettlement areas, urban renovation, and cemeteries have been well planned to ensure long-term stability for the relocated population.
Negotiating Investment Opportunities: The Ninh Thuan Nuclear Power Plant Project
Vice Prime Minister Bui Thanh Son instructed the Ministry of Industry and Trade to proactively coordinate with relevant ministries, agencies, and energy corporations to engage in active negotiations with partners regarding the intergovernmental agreements on investment cooperation for the Ninh Thuan nuclear power plant project.
The Shortest Route Connecting Phan Thiet and Da Lat: Construction Update
The renovation and upgrade project of National Highway 28B, connecting Phan Thiet and Da Lat in Lam Dong Province, commenced in April 2024. However, as of now, there are still 6.3 kilometers of land awaiting handover, and over 23 hectares of land are yet to be approved for clearance. According to the plan, the project was slated for completion in the first quarter of 2026, but it currently remains in a state of disarray.
