The Quang Ninh Provincial Police have recently arrested and prosecuted Dinh Thien Ly (36 years old, residing in Hong Gai Ward), Director of Tacopha Pharmaceutical Co., Ltd., for the crime of “Production and trading of counterfeit food and food additives” according to Article 193 of the Penal Code.

Behind the facade of a successful entrepreneur and owner of Lacosme Pharma Co., Ltd., Dinh Thien Ly organized the large-scale production and distribution of counterfeit health supplements.

Investigations revealed that the products were packaged and transferred through an apartment on the first floor of Van Nghe Hill Apartment Building (Ha Long Ward), disguised as “cosmetics for women.”

Through online surveillance, the Economic Police detected a group of individuals regularly promoting and selling Hebe Luna products, which are claimed to support female hormone balance. These products were suspected to be counterfeit and did not match their registered ingredients.

On July 30, authorities conducted inspections and seizures, confiscating over 40,000 health supplement products, including Hebe Luna, Hebe Libifem, Icobe, and Tra Sen Lim. Laboratory tests confirmed that these products were counterfeit, either lacking or containing low levels of the declared ingredients. Notably, Tra Sen Lim was found to contain Sibutramine, a prohibited substance that directly affects the nervous system.

Initial investigations revealed that since late 2024, Dinh Thien Ly hired Gold Care Company, directed by Dang Thu Trang, to produce Hebe Luna. Despite knowing that the mandatory ingredient “Curcumin 9.5%” was missing, Trang agreed to manufacture 5,000 boxes as requested. From February 2025 until his arrest, Ly distributed thousands of counterfeit products, earning billions of illicit profits.

On August 2, the Quang Ninh Police decided to prosecute the case, prosecute the suspects, and conduct urgent searches of the two individuals’ premises. The investigation is ongoing.
