Nearly 86,000 Vietnamese Workers Seek Employment Abroad
The Overseas Labor Management Department under the Ministry of Home Affairs reported that in July, significant progress was made in sending Vietnamese workers abroad with a total of 11,090 workers deployed overseas.
Specifically, Japan, Taiwan (China), and South Korea remained the top destinations for Vietnamese workers. Japan led the way with 4,318 workers, followed by Taiwan (China) with 4,265, and South Korea with 1,690.

Other markets like China, Singapore, Romania, and Hungary also maintained recruitment activities, offering diverse opportunities for job seekers.
Cumulatively, in the first seven months of the year, over 85,780 Vietnamese workers were deployed abroad, achieving 65.9% of the annual plan (targeting 130,000 workers).
“This is encouraging news, reflecting the proactive efforts of enterprises in promoting overseas labor markets and highlighting the global demand for Vietnamese human resources,” stated the Overseas Labor Management Department.
Procedural Changes in Overseas Employment
The Government’s Decree 128, which took effect on July 1, introduced several innovations in the state management of Vietnamese workers going abroad under contracts. Previously, these procedures fell under the Overseas Labor Management Department. The specific changes include:
Notably, there is now a decentralization of some administrative procedures related to the management of overseas workers to the provincial People’s Committees (UBND), as detailed in Articles 10 and 11 of Decree 128, shifting away from the previous reliance on central agencies.
The provincial People’s Committees are responsible for receiving and issuing documents approving labor preparation for service companies; responding to reports on winning bids and overseas investments; and receiving and responding to documents from enterprises registering to send Vietnamese workers for training or enhancing their professional skills abroad for periods of 90 days or longer.
They also approve the registration of activities providing services to send Vietnamese workers abroad for domestic work and confirm the list of Vietnamese workers going abroad for domestic work, among other tasks.
According to Clause 2, Article 10 of Decree 128, the People’s Committees at the communal level (where the worker resides) are responsible for confirming in writing the registration of labor contracts of workers going abroad under direct contracts.
This marks a shift from the previous arrangement, where, according to the Law on Vietnamese Guest Workers under Contract and Decree 112/2021/ND-CP, this task was assigned to provincial or central agencies.

The S&P Global Manufacturing Purchasing Managers’ Index (PMI) for Vietnam remained above the 50.0 no-change mark in November, signaling a second consecutive monthly improvement in business conditions following the disruption caused by Storm Yagi in September.
