According to the People’s Committee of Hue City, as of the end of July 2025, the total investment capital disbursed in the area is estimated to reach over VND 20,000 billion, accounting for 54.1% of the plan and an increase of 8.5% compared to the same period last year.

Non-state investment continues to play a leading role, reaching nearly VND 14,000 billion (61% of the plan and an increase of 30.7%). State capital reached over VND 3,610 billion, a decrease of 18% compared to the same period, while foreign direct investment (FDI) reached over VND 2,396 billion, a decrease of 18.2%.

Along with this, the city has been strongly directing the disbursement of public investment capital. As of July 30, the total disbursed value reached more than VND 3,000 billion/VND 4,521.3 billion, achieving 67.1% of the plan assigned by the Prime Minister.

Currently, many large-scale infrastructure projects in the city are making good progress in construction and disbursement. Some key projects are expected to be completed ahead of schedule in 2025, notably the coastal road passing through Hue and the bridge at Thuan An gate – the project was joined on April 30 and is expected to be technically opened to traffic in September.

The Nguyen Hoang Road project and the Huong River crossing bridge were officially opened to traffic on March 26, contributing to the completion of the urban transport network towards modernization.

Urban renovation projects such as “Improving the water environment of Hue City” and “Program for the Development of Second-Tier Cities (Green Cities)” have also completed the procedures for extension and additional capital allocation to ensure completion this year.

At the same time, infrastructure projects serving economic development such as the Chan May Port Wave-proof Dyke (phase 2, expected to be completed in Q3/2025) and the main roads in industrial parks are also being expedited.

The completion and utilization of public investment projects are improving the infrastructure, especially transportation and urban infrastructure, aiming to become a first-class urban city and directly under the Central Government in the near future.

Chan May Logistics Center Project Perspective

In the first seven months of the year, the city granted investment registration certificates to 35 new projects and adjusted capital for 13 projects, with a total registered capital of VND 28,237 billion. There were 7 foreign-invested projects with a total registered capital of USD 27 million.

In the economic zone and industrial parks, 16 new projects were licensed with a total investment of VND 852 billion. Notably, the Kim Long Motor Hue Manufacturing and Assembly Complex Project was adjusted to increase capital by VND 21,178.2 billion, one of the largest-scaled adjustment deals since the beginning of the year, creating a strong impetus for the local industry.

Excluding industrial parks, 19 new projects were licensed with a total registered capital of VND 5,706 billion, along with an adjusted increase of VND 568 billion. The city has also approved in principle 08 new projects with a total expected capital of VND 1,606 billion.

In addition to accelerating project approval, the city also focuses on removing difficulties in investment procedures and site clearance to expedite the construction of large-scale projects on the occasion of the 50th anniversary of the liberation of Hue City.

Typically, the FPT Hue Education Complex project is in the rush stage of construction and is expected to be completed and put into operation in August 2025.

The business development situation also recorded positive signals. In the first seven months, there were 552 newly established enterprises with a total registered capital of VND 4,991.2 billion, up 19.2% in quantity and up 148% in capital scale compared to the same period last year.

The number of businesses returning to operation reached 225 (slightly up compared to the same period), while the number of temporarily ceased businesses was 649 (up 109 businesses); the number of enterprises voluntarily dissolved was 85 (up 10 enterprises).

The city’s competent authorities also actively supported and guided business registration procedures in the context of adjusting administrative boundaries according to the guidance of the Ministry of Finance in Official Letter No. 4370/BTC-DNTN dated April 5, 2025.
