Vietnam’s Construction Ministry Facilitates Inspection for Transport Businesses with Yellow License Plates
The Ministry of Construction has issued a document to the Vietnam Register requesting a resolution to the proposal of the Vietnam Automobile Transport Association regarding inspection issues for transport businesses that have changed their license plates to yellow but have not updated their vehicle registration.

Regarding inspection issues for transport businesses that have not updated their vehicle registration, the Ministry of Construction stated that since the legal regulations on road traffic order and safety took effect on January 1, 2025, many transport businesses have changed their license plates to yellow but have not completed the procedure to change the vehicle registration certificate from the “T” to the “V” designation due to administrative hurdles, especially the process of withdrawing the certificate from mortgage at banks.
This has resulted in inspection rejections when vehicles are due for periodic inspections, disrupting transport activities and affecting the production and business operations of enterprises.
According to the Ministry of Construction, through the advocacy efforts of the Ministry, the Vietnam Register, and the Vietnam Automobile Transport Association, many enterprises have proactively sought solutions to address this issue. As of now, the situation of transport businesses being rejected by inspection centers due to pending vehicle registration changes has been basically resolved.
However, there are still a few enterprises that, due to force majeure circumstances (such as borrowing from a credit institution that has been prosecuted, investigated, etc.), are unable to change the vehicle registration certificate simultaneously with the license plate change, affecting their business operations.
Facilitating Inspections for Transport Businesses with Yellow License Plates to Support Enterprises
Emphasizing that these cases require consideration in the context of implementing the major policies of the Party, National Assembly, and Government on improving the investment and business environment and supporting enterprises in restoring and developing production, the Ministry of Construction requested the Vietnam Register to guide inspection centers to perform inspections for vehicles that have changed their license plates to yellow but have not updated their vehicle registration certificates (according to the list of vehicles provided by the Vietnam Automobile Transport Association and several Provincial Departments of Construction).
At the same time, the Vietnam Register should continue to update the list of vehicles facing similar issues from Provincial Departments of Construction to ensure uninterrupted legal transport business operations for enterprises.
The Ministry of Construction also requested the Vietnam Register to update and share inspection information, especially for the above-mentioned vehicles, with the Traffic Police to facilitate vehicle management. If any difficulties or obstacles arise during the implementation process, they should promptly report to the Ministry for handling.
According to statistics from the Vietnam Automobile Transport Association and Provincial Departments of Construction sent to the Ministry of Construction, as of now, there are 114 transport vehicles facing difficulties in inspection because they have changed their license plates to yellow but have not updated their vehicle registration accordingly. These vehicles are concentrated in the following provinces and cities: Hai Phong (22 vehicles), Dong Thap (3 vehicles), Ninh Binh (15 vehicles), Thanh Hoa (51 vehicles), Ho Chi Minh City (7 vehicles), Lang Son (4 vehicles), and Thai Nguyen (12 vehicles).
