On August 8, representatives from the Traffic Police Department of Ho Chi Minh City Police (PC08) reported that over 1,500 drivers have been fined for using their hands to operate mobile phones while driving, from January 1, 2025, to June 30, 2025.

According to PC08, using a hand-held mobile phone while driving reduces concentration and limits the driver’s field of vision. As a result, when unexpected incidents occur, drivers may become confused and unable to react promptly, leading to traffic accidents.

PC08 representatives view this behavior as extremely dangerous and a significant road safety hazard.

The Law on Road Traffic Order and Safety prohibits the use of hand-held mobile phones or other electronic devices while driving a vehicle on the road.

When dealing with such violations, in addition to deploying patrol teams for timely detection and handling, the traffic police also utilize data from in-vehicle monitoring systems and driver recording devices to identify and penalize offenders.

Through the analysis of data from these devices, the traffic police have detected and penalized numerous instances of drivers using hand-held mobile phones while operating their vehicles.

In most cases, the violations were supported by clear and compelling evidence, leading to the drivers’ acceptance of the fines without dispute.
