The Hoa Lien-Tuy Loan Expressway project is in its final stages, with the goal of opening to traffic on August 19 as directed by the Prime Minister.

The 11.5 km main route is approximately 99% complete. The final layers of asphalt concrete are being laid on the last remaining sections.

Mr. Ta Gia Manh Hung, Project Executive Director (under the Ho Chi Minh Road Project Management Authority), stated that the asphalt paving for the entire main route will be completed within this week. Along with the road surface, safety features such as median barriers, anti-glare screens, and guardrails are also being installed simultaneously.

It is anticipated that on August 19, the entire route will be technically open to traffic. Both lanes will be operational simultaneously.

Safety features such as signage, guardrails, and barriers have reached approximately 80% completion and will be finalized in the next few days.

In sections where the service roads have not been completed, the Project Management Board organizes mixed traffic flow, restricting motorcycle and non-motorized vehicle access to ensure safety.

Tuy Loan – Hoa Lien Expressway Project Nears Completion

During construction, some residents near Trung Bridge (in Hoa Khanh Ward) reported issues with rainwater entering their homes. This is due to the low-lying terrain of the area, and elevating the expressway would have incurred significant costs.

As a temporary solution, the project has dug trenches and installed a drainage system, awaiting the city’s construction of service roads and relocation areas to comprehensively address the issue.

The service roads, stretching about 20 km along both sides of the main route, serve local traffic and connect regional transportation. The construction of these service roads is still challenging due to right-of-way issues in some residential areas. The city government is coordinating efforts to persuade residents to hand over the land and is organizing temporary road closures to facilitate construction.

From an aerial view, the expressway stands out as it cuts through the northwestern hilly area of the city, connecting with the La Son – Hoa Lien route to form a strategic transportation corridor for the region.

There are a total of three entry and exit points along the entire route: at the interchange with the La Son – Hoa Lien Expressway (starting point – in Hai Van Ward), at the Hoang Van Thai Bridge interchange (midpoint – in Hoa Khanh Ward), and at the Tuy Loan interchange (end point, connecting to the Danang – Quang Ngai Expressway in Ba Na Commune). Compared to many other expressways in the country, this project has a denser exit and entry point density, facilitating access and distributing traffic flow more effectively.

The initial section of the route, connecting to the La Son – Hoa Lien Expressway, is essentially complete. This project is also unique in that it is one of the few expressways in the country that has been constructed and operated on the foundation of the Nam Hai Van bypass road.

The Hoa Lien-Tuy Loan project is part of the Eastern North-South Expressway and is invested by the Ho Chi Minh Road Project Management Authority. It commenced construction in September 2023.

Apart from its role in inter-regional transportation, the expressway also holds significance in promoting urban and industrial development in the northwestern area of Danang. The project contributes to connecting industrial parks, high-tech parks, Lien Chieu Port, and urban areas in the former Hoa Lien Commune, thereby expanding the urban space and driving socio-economic growth in the region.

The project is designed according to expressway standards, with a design speed of 80 km/h.

The Hoa Lien-Tuy Loan Expressway passes through Hai Van Ward, Lien Chieu Ward, Hoa Khanh Ward, and Ba Na Commune in Danang City. In the phased development, the project is invested with a scale of 22m in width, including four vehicle lanes and two emergency stop lanes.

The parallel service roads have a roadbed width of 9m and a road surface width of 7m. In the completion phase, the project will be invested to reach the full scale of six lanes.

The total investment for the project is nearly VND 2,113 billion, of which the cost of site clearance and relocation accounts for over VND 951 billion.
