This event, co-organized by the Ministry of Finance of Vietnam and the Vietnam Innovation Network in the Republic of Korea, demonstrates the Party’s, State’s, and Comrade Secretary General’s attention to overseas Vietnamese intellectuals, as well as the country’s scientific, technological, innovative, and digital transformation development.
Speaking at the meeting, Minister of Finance Nguyen Van Thang stated that the Vietnam Innovation Network, sponsored by the National Innovation Center (NIC) under the Ministry of Finance, aims to materialize the Party’s and State’s policies on valuing and attracting talents, embracing the technological essence of humanity, and maximizing the intellectual resources of the entire nation, including overseas Vietnamese experts and intellectuals.
Currently, the Network has a presence in 22 countries and territories, with over 2,000 members who are experts, scientists, chief engineers, and chief architects in critical industries. Additionally, in line with Resolutions No. 57-NQ/TW and No. 68-NQ/TW of the Politburo, alongside the 10 innovation networks in different countries, the National Innovation Center is also sponsoring five innovation networks for the development of strategic technologies. These networks collaborate with universities, research institutes, businesses, and the National Data Center to address significant national challenges.

Minister Nguyen Van Thang emphasized that in this new era, the role of intellectuals and overseas Vietnamese experts has become more crucial than ever, especially in the fields of innovation and high technology. Contributing to national construction does not necessarily require returning home; it can also be achieved through resource connectivity, knowledge sharing, and international cooperation, thereby maximizing the potential of Vietnamese intellectuals worldwide for a strong and prosperous Vietnam.
The Minister highly appreciated the positive contributions of the members of the Innovation Network and Vietnamese experts in the Republic of Korea to Vietnam’s innovation and digital transformation in recent times. These include providing feedback on mechanisms and policies to develop the private sector and promote strategic industries, as well as actively contributing to solving significant national challenges in line with Resolution No. 57-NQ/TW. They have also supported domestic universities and businesses in enhancing the quality of training, research, technology transfer, and market expansion. Many Network members have established businesses, transferred technology, invested, and traded with Vietnam.

At the meeting, members of the Network and Vietnamese experts in strategic technologies prioritized by Vietnam, such as semiconductors, artificial intelligence, advanced biotechnology, robotics, autonomous vehicles, aviation, aerospace, and unmanned aerial vehicles, reported, shared experiences, and proposed innovative solutions to promote the development of key economic sectors. These contributions aim to advance science, technology, innovation, and digital transformation in Vietnam and propel the country’s rapid and sustainable development in the new context.
Speaking at the meeting, Secretary General To Lam expressed his delight in meeting and listening to the enthusiastic and insightful opinions of the Vietnam Innovation Network and Vietnamese experts and entrepreneurs in the Republic of Korea.
The Secretary General highly valued the suggestions for Vietnam’s participation in the value chains of major technology corporations and acknowledged the practical and timely initiatives to promote innovation, startups, digital transformation, and investment attraction linked to technology transfer.
The Secretary General noted that the Politburo had recently issued four crucial resolutions: Resolution No. 57-NQ/TW on breaking through in science, technology, innovation, and digital transformation; Resolution No. 59-NQ/TW on international integration in the new era; Resolution No. 66-NQ/TW on renewing and improving the efficiency of law building and enforcement to meet the requirements of the country’s development in the new era; and Resolution No. 68-NQ/TW on developing the private economy. These four resolutions serve as fundamental institutional pillars, providing strong momentum for the country’s advancement in the new era and realizing the vision of a prosperous Vietnam with a high income by 2045.
The Secretary General emphasized that one of the decisive factors for success is the high-quality human resources and the joint efforts of intellectuals, experts, and entrepreneurs at home and abroad.
To deepen cooperation and open new avenues of collaboration, Secretary General To Lam proposed that the Vietnam Innovation Network in the Republic of Korea strengthen its role as a crucial bridge between the domestic and international innovation ecosystems. The Network should enhance connections between experts, intellectuals, and entrepreneurs in the Republic of Korea and Vietnamese agencies, organizations, and enterprises. Additionally, it should take the initiative in leading innovative initiatives, promoting knowledge and experience transfer to bring the world’s essence and advancements to Vietnam, while fostering unity and mutual support among its members to contribute effectively to the country’s development.
Regarding Vietnamese ministries, sectors, and agencies, the Secretary General requested that the Ministry of Finance continue to coordinate, connect, and transfer knowledge, as well as materialize the programs, ideas, and proposals of experts in the Republic of Korea and other countries into concrete solutions and high value-added products. These contributions will help achieve significant national goals and address substantial challenges facing the country.
