Special Treatment to Attract 100 Top Experts
At the conclusion of the third meeting of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, the Steering Committee assigned the Ministry of Home Affairs to take the lead in coordinating with relevant agencies to urgently develop criteria, regulations, working regime, and treatment, as well as recruitment process for Chief Engineers and Chief Architects to implement strategic systems and breakthrough initiatives for submission to the Prime Minister for consideration and decision.
The Ministry of Home Affairs is also assigned to develop and issue mechanisms and policies to attract human resources and talents in the fields of science and technology, innovation, and digital transformation from both domestic and overseas sources. A special treatment policy is to be implemented to attract at least 100 top experts to return to Vietnam to work, with a completion deadline of August 2025.

In addition, the Ministry of Home Affairs is also assigned to coordinate with the Central Organization Commission to build and submit to the Government a Decree on evaluating and ranking the quality of civil servants, proposing to monitor and evaluate civil servants based on KPI (Key Performance Indicators) for implementation from January 1, 2026.
Deploying Talent Attraction Strategy
The Steering Committee also requested the selection of a Chief Engineer in the fields of science and technology, innovation, and digital transformation, and a Chief Engineer for operational coordination between the Ministry of Science and Technology, the Ministry of Public Security, and technology enterprises to construct the architecture and digital transformation strategy for ministries and sectors. The deadline for completion is set for September 2025.
The Ministry of Science and Technology is assigned to take the lead in coordinating with relevant agencies to build, amend, and supplement four laws: the Law on Digital Transformation, the Law on Intellectual Property (amended), the Law on High Technology (amended), and the Law on Technology Transfer (amended), to be submitted to the National Assembly at the 10th session of the XV National Assembly.
At the same time, Decree No. 82/2024/ND-CP will be amended to regulate investment management in information technology application using the state budget, ensuring a quick and convenient investment procedure.
The Ministry of Science and Technology proposes solutions to implement policies encouraging research institutions, educational institutions, and scientific and technological organizations to establish or contribute capital to enterprises to commercialize research results, and to deploy the Talent Attraction Strategy towards 2030, with a vision towards 2050. The deadline for completion is set for September 2025.
Evaluating and Screening Commune-Level Officials
At the regular Government meeting in July, Minister of Home Affairs Pham Thi Thanh Tra emphasized: “Up to now, we have mainly focused on mechanical calculations. Now that things are gradually stabilizing, localities need to pay special attention to reviewing, evaluating, and screening the team of commune-level officials, in conjunction with restructuring and thoroughly resolving policy issues.”
The Minister noted that the supportive policy under Decree 178/2024 is likely to be discontinued. Therefore, the Ministry of Home Affairs requested localities to “act quickly and decisively.” Officials who do not meet the requirements may be encouraged to retire voluntarily, thus meeting the requirements of restructuring and improving the quality of the team.

The Ministry of Home Affairs has issued guidance on a pertinent issue: whether leaders and managers in departments and units who have not fully utilized their allocated staffing quotas but currently have a higher number of leaders than stipulated in regulations can be considered for retirement with benefits as per Decree 178.
