The Congress was attended by representatives of the Central Party Committees and the Party Committees of the Government; representatives of the central ministries and sectors and 220 delegates representing more than 9,000 party members of the Vietnam Electricity Party Committee.
With the motto “Unity – Democracy – Discipline – Breakthrough – Development”, the Fourth Congress of the Vietnam Electricity Party Committee focused on comprehensively evaluating the implementation of the Resolution of the Third Congress for the 2020-2025 term and outlining orientations, tasks, and breakthrough solutions for the 2025-2030 term.
The Congress acknowledged that, in the 2020-2025 term, under the leadership of the Party, State, and Government, with support from the central ministries and sectors, the entire Party Committee united and made efforts to basically fulfill the targets set by the Resolution of the Third Congress of the Vietnam Electricity Party Committee, making important contributions to the country’s socio-economic development goals in accordance with the Resolution of the 13th National Party Congress.

The Group overcame extremely difficult times in the first half of the term, effectively handling existing problems and shortcomings; restructuring and reorganizing the Group; organizing electricity production and supply to meet socio-economic development demands, ensuring national defense and security, and accommodating annual electricity growth of 10-15%; and contributing annually to the state budget with VND 23-24 trillion.
EVN has basically completed the digital transformation tasks for the 2021-2025 period, contributing to improved production and business efficiency and labor productivity. The Group completed investment projects with a total value of nearly VND 514 trillion, putting into operation 962 power grid projects from 110-500 kV with a total length of nearly 18,000 km of power lines and nearly 88,000 MVA of transformer capacity; notably, the 500 kV Quang Trach-Pho Noi line project was completed in just over six months of construction.
The Congress outlined orientations, tasks, and targets for the 2025-2030 term with the general goal of “Building a truly clean and strong Party Committee; ensuring safe and stable power supply for the economy and people’s lives; accelerating investment in power sources and grids according to the master plan; enhancing transparent, lean, efficient, effective, and capable corporate governance; continuing to promote anti-corruption, anti-wastefulness, and anti-negativity; and achieving breakthroughs in science, technology, innovation, and digital transformation.”

It emphasized three main breakthroughs: enhancing the effectiveness of the Party Committee’s leadership and direction and transparent, lean, efficient, effective, and capable corporate governance; accelerating investment in power sources and grids; and achieving breakthroughs in science, technology, innovation, and digital transformation.

Speaking at the Congress, in the joyful, proud, and vibrant atmosphere of the nation’s celebrations of major anniversaries, including the 80th anniversary of the August Revolution and National Day (August 19), the 80th anniversary of the traditional day of the People’s Public Security Forces, on behalf of General Secretary To Lam, the leaders of the Party, State, the Government Party Committee, and the Government, Prime Minister Pham Minh Chinh conveyed greetings, best wishes, and congratulations to the Congress, the delegates, guests, and especially the generations of leaders and more than 97,000 officials, party members, and employees of the Group.

Sharing that in this term, the Government and the Prime Minister have had many activities related to the Group, the Prime Minister stated that the Party and State have bestowed the most noble rewards and titles on the electricity sector. He affirmed that this is a great honor but also signifies greater responsibility, requiring improved performance, with each year surpassing the previous one and each term surpassing the previous term.
Evaluating the achievements of the Party Committee and the entire Group in the past term, which witnessed both ups and downs and breakthroughs, Prime Minister Pham Minh Chinh summarized 36 words reflecting his trust and hope in EVN: “Difficulties resolved; trust regained; unity strengthened; mindset renewed; actions decided; governance modernized; efficiency improved; institutions cared for; leaders exemplary.”
The Prime Minister appreciated the efforts of the officials, workers, and employees who have overcome difficulties and challenges, “facing storms and fires in the morning and scorching sun in the afternoon,” always striving to fulfill their tasks.
Commending EVN’s social welfare activities, with VND 1,262 billion allocated for social welfare programs, the Prime Minister also pointed out the limitations that the electricity sector needs to overcome, including: failing to build a competitive electricity market; lacking proactiveness and boldness in accelerating the development of power sources and transmission; and needing to ensure that electricity prices are competitive, reasonable, and balanced between businesses and people, with adjustments following a roadmap to avoid shocks.

Emphasizing the five principles of operation and five modes of leadership of the Party, as well as the work of preventing wastefulness, negativity, and monopoly in electricity production and distribution, the Prime Minister also highlighted lessons learned in leading, directing, and implementing tasks, including: grasping and responding flexibly and effectively to the situation; adhering to the Party’s guidelines and the State’s laws and policies; changing mindsets and mobilizing resources; setting exemplary models for officials and party members; fostering unity and consensus; and building a clean and strong Party…
Becoming the third largest power group in the region
Agreeing with the goals set by the Congress for the coming period, the Prime Minister requested that the electricity sector, in general, and EVN, in particular, must focus on the unchanged goal of meeting the country’s electricity demands, with double-digit growth in the coming time, specifically ensuring sufficient electricity for production, business, consumption, and people’s daily lives. At the same time, EVN should strive to become the third largest power group in the region and aim higher; overcome all the limitations and weaknesses that have been identified…
Regarding guiding thoughts and policies, Prime Minister Pham Minh Chinh requested that the Group must have a far-sighted vision, deep thoughts, and grand actions, as the electricity sector involves massive investments and long payback periods. It should overcome its limitations, “turning nothing into something, difficulties into opportunities, and impossibilities into possibilities”; accelerate and break through even more boldly in developing power sources and transmission grids, including clean and nuclear energy; adopt smart governance; develop a competitive electricity market; ensure harmonious interests and shared risks; and clearly “define people, tasks, responsibilities, authority, timelines, and results” for easy monitoring, urging, and evaluation; ensure “three benefits”: benefiting the country, people, and businesses, and “two nos”: no personal interests, corruption, or negativity, and no waste or loss of assets.”

“Thoughts must be open, determination must be strong, efforts must be great, actions must be decisive, and work must be done thoroughly and effectively, bringing about a turnaround and real impact. Don’t be scattered because our time, capacity, and resources are limited. There should be mechanisms and policies to mobilize resources from various sources, including public-private partnerships, institutions, and people, as resources come from thinking and vision, motivation comes from innovation and creativity, and strength comes from the people and businesses. State resources should lead and activate all social resources,” emphasized the Prime Minister.
Pointing out the five key aspects of the electricity sector: (1) power sources, (2) transmission, (3) distribution, (4) usage, and (5) electricity prices, and providing specific directions for some tasks, the Prime Minister requested that EVN improve the planning of power development to serve the country’s development goals; continue to improve institutions and laws related to the electricity sector to ensure flexibility; have solutions and mechanisms to mobilize resources, especially public-private partnerships in developing the electricity sector; promote the application and transfer of technology in the electricity sector, especially clean and nuclear energy; adopt smart governance; and invest in modern infrastructure…
The Prime Minister noted the need to ensure an active power system, balance current power sources, and promote the transition to green energy; plan sources and transmission and optimize distribution and usage; develop a competitive electricity market and maximize direct power purchase and sale, promoting self-consumption electricity with the spirit of putting national and overall interests first.

Stating that EVN must develop a transmission system that meets development requirements, the Prime Minister requested the implementation of the 500 kV power line project from Laos to Vietnam and participation in the ASEAN power grid…
Directing the EVN Party Committee to improve Party building, enhance the leadership capacity and combat strength of the entire Party Committee, and take care of the lives of officials, party members, and employees and fulfill social responsibilities, the Prime Minister emphasized the need to strictly observe and creatively apply the five principles of operation and five modes of leadership of the Party, in conjunction with the implementation of political tasks and investment, production, and business activities.
The entire Group should closely follow the Resolution of the Fourth Congress of the Vietnam Electricity Party Committee and the upcoming First Congress of the Government Party Committee and the 14th National Party Congress to concretize, build, and implement specific action programs, practical, feasible, and effective.
Prime Minister Pham Minh Chinh expressed his belief that, with the glorious tradition of more than 70 years of the Vietnamese electricity industry, the spirit of unity, dynamism, and creativity, and the valuable lessons learned in the past terms, and the new momentum of the country, the Fourth Congress will mark a strong shift in mindset and innovation and decisive actions, with the spirit that “the Party has directed, the Government has agreed, the National Assembly has supported, the people have agreed, and the country is expecting, so we should only discuss doing, not retreating,” “what has been said must be done, and what has been committed must be effectively implemented,” “up and down are united, and left and right are harmonious,” “think truly, speak truly, do truly, be effective truly, and let the people enjoy the real fruits.”
The Prime Minister believed that the Congress would be an important milestone, creating a new driving force for the Group to rise stronger, making significant contributions to the country’s industrialization and modernization and deserving its pioneering role in ensuring national energy security./.
