The Congress was attended by representatives of the Central Party Committees and the Party Committees of the Government; representatives of the central ministries and sectors, and 220 delegates representing more than 9,000 party members of the Vietnam Electricity Party Committee.
With the motto “Unity – Democracy – Discipline – Breakthrough – Development”, the Congress of the Vietnam Electricity Party Committee (EVN) for the fourth term focused on comprehensively evaluating the implementation of the Resolution of the third term Congress for 2020-2025; identifying orientations, tasks, and breakthrough solutions for the 2025-2030 term.
The Congress evaluated that during the 2020-2025 term, under the leadership of the Party, State, and Government Party Committee, and with the support of the central ministries and sectors, the entire Party Committee united and made efforts to basically complete the targets set by the Resolution of the third Congress of the Party Committee of the Corporation, contributing significantly to the country’s successful implementation of socio-economic development goals in accordance with the Resolution of the 13th Party Congress.

The Group overcame an extremely difficult period in the first half of the term, effectively handling existing problems and shortcomings; restructuring and reorganizing the Group; organizing electricity production and supply to ensure socio-economic development, national defense, and security, meeting the annual electricity growth rate of 10-15%; and contributing annually to the state budget with VND 23-24 trillion.
EVN has basically completed the tasks of digital transformation in the period of 2021-2025, contributing to improving production and business efficiency and labor productivity. The Group completed investment projects with a total investment value of nearly VND 514 trillion, putting into operation 962 power grid projects from 110-500 kV with a scale of nearly 18,000 km of power lines and nearly 88,000 MVA of transformer stations; especially, the 500 kV Quang Trach-Pho Noi line project was completed in just over 6 months of construction.
The Congress set out orientations, tasks, and goals for the 2025-2030 term, with the general goal of “Building a truly clean and strong Party Committee; ensuring safe and stable power supply for the economy and people’s lives; accelerating investment in power sources and grids according to the master plan; transparent, streamlined, efficient, effective, and powerful enterprise governance; continuing to promote anti-corruption, anti-wastefulness, and anti-negativity; and promoting breakthroughs in science, technology, innovation, and digital transformation.”

It emphasized three main breakthroughs: enhancing the leadership and direction of Party committees and transparent, streamlined, efficient, effective, and powerful enterprise governance; accelerating investment in power sources and grids; and promoting breakthroughs in science, technology, innovation, and digital transformation.

In his speech at the Congress, in the joyful, proud, and vibrant atmosphere of the whole nation celebrating major holidays, the 80th anniversary of the August Revolution and National Day (September 2), and the 80th anniversary of the Traditional Day of the People’s Public Security, on behalf of General Secretary To Lam, the leaders of the Party, State, the Government Party Committee, and the Government, Prime Minister Pham Minh Chinh conveyed greetings, best wishes, and congratulations to the Congress, the delegates, guests, and particularly the generations of leaders and more than 97,000 officials, party members, and employees of the Group.

Sharing that in this term, the Government and the Prime Minister have had many activities related to the Group, the Prime Minister stated that the Party and State have bestowed the highest awards and titles on the electricity sector. He affirmed that this is a great honor but also indicates greater responsibility, requiring improved performance, with each year’s results surpassing the previous year and each term surpassing the previous term.
Assessing the achievements of the Party Committee and the entire Group in the past term, which had both ups and downs and breakthroughs, Prime Minister Pham Minh Chinh summarized 36 characters conveying trust and hope in EVN: “Difficulties resolved; trust regained; unity strengthened; mindset renewed; actions decided; governance improved; efficiency enhanced; institutions cared for; and leaders setting good examples.”
The Prime Minister appreciated the efforts of the officials, workers, and employees who have overcome difficulties and challenges, “facing storms and sunshine, and enduring heat and fire”, always striving to fulfill their tasks.
Commending EVN for its good performance in social welfare with a spending of VND 1,262 billion, the Prime Minister also pointed out the limitations that the electricity sector needs to overcome, including: failing to build a competitive electricity market; not being truly proactive, bold, accelerated, and breakthrough in developing power sources and transmission; and electricity prices needing to ensure competitiveness, development, harmony, and reasonableness, with adjustments following a roadmap and avoiding shocks.

Emphasizing the five principles of operation and five modes of leadership of the Party; anti-wastefulness, anti-negativity, and anti-monopoly in electricity production and distribution, the Prime Minister also highlighted lessons learned in leading, directing, and implementing tasks, such as: grasping and responding flexibly and effectively to the situation; adhering to the guidelines and policies of the Party and the laws of the State; changing mindset and mobilizing resources; setting examples of officials and party members; unity; and building a clean and strong Party…
Becoming the third largest power group in the region
Agreeing with the goals set by the Congress for the next term, the Prime Minister requested that the electricity sector, including EVN, must focus on the unchanged goal of meeting the electricity demand for the country’s development, with a two-digit growth rate in the coming time, specifically ensuring sufficient electricity for production, business, consumption, and people’s daily activities. At the same time, EVN should strive to become the third largest power group in the region and aim higher; overcome all the limitations and weaknesses that have been pointed out…
Regarding the guiding viewpoint and thought, Prime Minister Pham Minh Chinh requested that the Group must have a far-sighted, broad-minded, deep-thinking, and large-scale mindset because the electricity sector’s investment is huge and long-term; overcome itself, “turning nothing into something, difficulty into ease, and impossibility into possibility”; accelerate, break through, be more proactive and bold in developing power sources and transmission, including clean and nuclear energy; implement smart governance; develop a competitive electricity market; ensure harmonious interests and shared risks; and assign tasks with “clear personnel, clear work, clear responsibilities, clear authority, clear time, and clear results” for easy inspection, urging, and evaluation; ensure “three benefits”: benefiting the country, the people, and enterprises, and “two nos”: no personal interests, corruption, or negativity, and no waste or loss of assets.”

“Thought must be clear, determination must be high, effort must be great, and actions must be decisive, doing what is said, fulfilling commitments with specific effectiveness, with the spirit of ‘discussing to do, not to retreat’, ‘saying yes and doing yes’, ‘being united from top to bottom, and smooth from side to side’, ‘thinking truly, speaking truly, doing truly, achieving truly effective results, and bringing real benefits to the people.'”, the Prime Minister emphasized.
Pointing out the five key points of the electricity sector: (1) power sources, (2) power transmission, (3) distribution, (4) usage, and (5) electricity prices, and providing specific directions for some tasks, the Prime Minister requested EVN to perform well in power development planning, aiming at the goal of national development; continue to improve institutions and laws related to the electricity sector, ensuring flexibility; have solutions and mechanisms to mobilize resources, especially public-private cooperation in developing the electricity sector; promote the application and transfer of technology in the electricity sector, especially clean and nuclear energy; implement smart governance; and invest in modern infrastructure…
The Prime Minister noted the need to ensure an active power system, balance current power sources, and promote green energy transformation; plan sources and transmission, optimize distribution and usage, and develop a competitive electricity market, maximizing direct power purchase and sale and promoting self-produced and self-consumed electricity with the spirit of putting national and overall interests first.

Stating that EVN must develop a power transmission system that meets development requirements, Prime Minister Pham Minh Chinh requested the implementation of the construction of the 500 kV power line from Laos to Vietnam; and participation in the construction of the ASEAN power grid…
Directing the EVN Party Committee to improve Party building, enhance the comprehensive leadership and combat strength of the entire Party Committee; take care of the lives of officials, party members, and employees; and fulfill responsibilities to society, the Prime Minister emphasized the need to strictly observe and creatively apply the five principles of operation and five modes of leadership of the Party, associating them with the implementation of political tasks, investment, production, and business.
The entire Group must closely follow the Resolution of the fourth Congress of the Party Committee of the Corporation and, later, the first Congress of the Party Committee of the Government and the fourteenth National Party Congress to concretize, build, and implement specific action programs and plans that are practical, feasible, and highly effective.
Prime Minister Pham Minh Chinh believed that with the glorious tradition of more than 70 years of the Vietnamese electricity industry, the spirit of unity, dynamism, and creativity, and the valuable lessons learned in the past terms, and the new momentum of the country, the fourth Congress of the Party Committee of the Corporation would mark a strong transition in mindset renewal and decisive actions, with the spirit of “the Party has directed, the Government has agreed, the National Assembly has supported, the people have agreed, and the country has expected, so we will only discuss doing, not retreating”, “what is said must be done, and what is committed must be effectively implemented”, “being united from top to bottom and smooth from side to side”, “thinking truly, speaking truly, doing truly, achieving truly effective results, and bringing real benefits to the people.”
The Prime Minister believed that the Congress would be an important milestone, creating a new driving force for the Group to rise stronger, making significant contributions to the industrialization and modernization of the country, and deserving the pioneering role in ensuring national energy security.
