On August 10th, sources from Tien Phong newspaper informed that the Investigative Agency of Hai Phong City Police had initiated legal proceedings and detained Le Van Thuy (born in 1968), the former CEO of Trung Thuy Joint Stock Company (Trung Thuy Company), a well-known construction contractor in Hai Phong, to investigate his alleged violations in the management and use of invoices and documents.

Prior to this, in late July 2025, the prosecutorial agency of Hai Phong City conducted a search of Le Van Thuy’s residence and workplace on Vu Chi Thang Street, An Bien Ward, Hai Phong City, in the presence of local police and neighborhood representatives. During the search of his private residence, the authorities seized numerous documents.

Trung Thuy Company was established in 2006, with its headquarters located on Nguyen Van Linh Street, An Bien Ward, Hai Phong City. Le Van Thuy held a controlling stake in the company and also served as its legal representative.

The Tam Bac River Embellishment Project Phase 2 was won by the joint venture of Trung Thuy and Vietnam-Australia Corporation with a total investment of over VND 550 billion.

Recently, Trung Thuy Company appointed a new legal representative, Mr. Le Thanh Diep (born in 1986, sharing the same residential address as the accused Le Van Thuy) as its CEO.

According to Tien Phong’s investigation, Trung Thuy Company is renowned in the field of basic construction in Hai Phong. In recent years, the company has successfully secured numerous construction packages and projects utilizing public investment funds, with each package valued at hundreds of billions of VND.

In 2021, Trung Thuy Company, in collaboration with Vietnam-Australia Joint Stock Company (headquartered in Hong Bang District), won the bid for the Tam Bac River Embellishment Project Phase 2 with a total investment of over VND 557 billion.

Notably, in May 2025, the Investigative Agency of Hai Phong City Police decided to initiate legal proceedings and detain Cao Thi Nhung (born in 1984), the CEO of Vietnam-Australia Joint Stock Company, along with the company’s accounting staff, to investigate their alleged legal violations during their operations.

In late 2022, the People’s Committee of Hong Bang District, Hai Phong City, held a groundbreaking ceremony for the Tam Bac River Embellishment Project Phase 2 (from Lac Long Bridge to Hoang Van Thu Bridge) with a total investment of VND 557.5 billion from the city’s budget.

The joint venture of Trung Thuy Company and Vietnam-Australia Corporation was assigned to carry out the construction, which was scheduled to be completed by 2024.

The project included the construction of an 819-meter-long concrete sheet pile dike along the Tam Bac and Cam Rivers; widening and upgrading of Tam Bac Street with a length of 130 meters and a width of 35 meters; widening and upgrading of Ben Binh Street with a length of 187 meters and a width ranging from 35 to 55 meters; improvement and embellishment of Nguyen Thuong Hien Street with a length of 130 meters and a width of 13.5 meters; and construction of the extension of Nguyen Thuong Hien Street with a length of 115 meters and a width of 13.5 meters.

Up to now, the project remains unfinished, with many items scattered and incomplete.
