This was the second time that the General Secretary directly chaired a meeting and exchanged ideas with the Vietnam Innovation Network, listened to their aspirations, and received their advice. The first meeting was held in the United States in 2024. This gathering is a significant milestone, demonstrating the Party’s, State’s, and Comrade General Secretary’s interest in Vietnamese intellectuals overseas, particularly the Vietnam Innovation Network in South Korea. It also emphasizes the importance of science, technology, innovation, and digital transformation for the country’s development.

Opening the event, Minister of Finance Nguyen Van Thang stated that 2025 marks an important milestone in Vietnam’s journey towards becoming a developed country with a modern industry and high middle income by 2030 and aiming for high income by 2045.

“In this new era of the country, the role of intellectuals and overseas Vietnamese experts has become more crucial than ever, especially in the fields of innovation and high technology,” said the Minister. “Contributing to nation-building does not necessarily require returning home; it can be done through resource connection, knowledge sharing, technology transfer, and international cooperation, thereby maximizing the potential of Vietnamese intellectuals worldwide for a strong and prosperous Vietnam.”

The Vietnam Innovation Network and Vietnamese experts and entrepreneurs in South Korea have made significant contributions by actively participating in major national programs and projects: the Law on Science, Technology, and Innovation; the Law on Industry, Digital Technology, the Strategy for Developing the Semiconductor Industry; the Program for Developing Human Resources for the Semiconductor Industry towards 2030, with a vision towards 2050; the Project on AI Training and Research Application Center; the International Financial Center; and the Incubation Program for Creative Startups in Vietnam, South Korea.

During the meeting, the Vietnam Innovation Network and Vietnamese experts and entrepreneurs in South Korea shared their experiences and advised on developing the country. They shared South Korea’s experience in promoting innovation, entrepreneurship, and developing strategic technology industries and made proposals to contribute to transforming the economic growth model towards depth, based on science, technology, and innovation, aiming for double-digit economic growth.

In the afternoon of August 10 (local time), in Seoul, General Secretary To Lam met with members of the Vietnam Innovation Network and Vietnamese experts and entrepreneurs in South Korea.

In his concluding remarks, General Secretary To Lam acknowledged and highly appreciated the efforts of the Ministry of Finance and the National Innovation Center in promoting the development of the Innovation Network, as well as the positive contributions of the Vietnam Innovation Network and Vietnamese experts and entrepreneurs in South Korea to national programs and projects.

The General Secretary affirmed the Party’s and State’s strong support for scientific, technological, and innovative activities and strategic technological fields such as AI, semiconductors, and quantum technology. He also emphasized the need to continue improving the institution-building to develop a strong and effective national innovation ecosystem.

At the same time, the General Secretary requested that the Ministry of Finance study mechanisms and policies to invest in science, technology, and innovation and continue to be the focal point, coordinating with the Ministry of Science and Technology, to develop the National Innovation Center to contribute to the country’s overall development.

Regarding the Vietnam Innovation Network in South Korea, the General Secretary suggested: (i) promoting its role as a crucial bridge between the domestic and international innovation ecosystems; strengthening connections between Vietnamese experts, intellectuals, and entrepreneurs in South Korea and other countries with domestic agencies, organizations, and enterprises; (ii) taking the initiative in leading innovation initiatives and promoting knowledge and experience transfer to bring the world’s best practices and advances to Vietnam; (iii) enhancing solidarity and mutual support to create a unified force for effective contributions to the country’s development.

The General Secretary expressed his belief that with the companionship of the Vietnam Innovation Network and Vietnamese experts and entrepreneurs in South Korea, Vietnam will enter an era of development based on knowledge and technology. This is especially significant after establishing the Vietnam-South Korea Comprehensive Strategic Partnership in December 2022, opening up a new phase of robust development in foreign relations, innovation, and high technology.

The Vietnam Innovation Network is sponsored by the National Innovation Center (NIC), under the Ministry of Finance, to concretize the Party’s and State’s policies on valuing and attracting talents, absorbing the technological essence of humanity, and promoting the intellectual resources of the entire nation, including overseas Vietnamese experts and intellectuals.

To date, the Network has established a presence in 22 countries and territories with over 2,000 members who are leading experts, scientists, chief engineers, and chief architects in critical industries. Additionally, in line with Resolutions No. 57 and No. 68 of the Politburo, alongside the 10 Innovation Networks in different countries, NIC is also sponsoring five Innovation Networks serving the development of strategic technology industries. These networks collaborate with universities, research institutes, businesses, and the National Data Center to address significant national challenges.
