On August 9, Prime Minister Pham Minh Chinh surveyed the route for the construction of the Lao Cai – Hanoi – Hai Phong railway passing through Phu Tho province, according to the Government Portal.
The approximately 419 km-long Lao Cai – Hanoi – Hai Phong railway project starts at the border crossing point in Lao Cai province and ends at Lach Huyen station in Hai Phong city, with a total investment of over VND 203 trillion (equivalent to US$8.37 billion).
According to the National Assembly’s resolution, the project will be inaugurated in December 2025 and is expected to be completed by 2030.
The section of the Lao Cai – Hanoi – Hai Phong railway passing through Phu Tho province is over 99 km long and passes through 20 communes and wards. It is expected that 621 hectares of land will be revoked, and more than 1,800 households will have to relocate to make way for the project.

During the survey, Prime Minister Pham Minh Chinh emphasized the strategic importance of the railway as part of the Kunming-Hanoi-Hai Phong economic corridor, connecting China, Central Asia, and Europe. Therefore, the earlier the project is completed, the sooner it will bring benefits.
Highlighting the crucial role of land clearance, the Prime Minister instructed Phu Tho province to develop a separate land clearance proposal, independent of the overall project. He also requested the province to commence the land clearance on August 19.
In addition, the province should coordinate with relevant ministries, sectors, and units to review and develop plans for stations, logistics centers, inland ports, and urban areas along the route. At the same time, they should proceed with the construction of connecting roads to maximize the project’s efficiency. The Prime Minister emphasized that the project’s progress depends on the timely and effective collaboration of all localities involved.
The Prime Minister also drew attention to ensuring the well-being of residents affected by the project, stating that their new residences should be better than their previous ones. He also took this opportunity to rearrange residential areas to make them more suitable, civilized, modern, and aesthetically pleasing.

According to experts, the proposed policy of the State supporting the acquisition of the remaining 25% of land area needed for clearance once an enterprise has negotiated with landowners to obtain 75% consent, is a positive step towards unblocking stalled projects. However, the “75% threshold” should be flexible during the land acquisition process to prevent social backlash or inhumane evictions.
