The Ministry of Construction has issued a document to the National Assembly Delegation of Tuyen Quang Province, responding to the voters’ recommendations of Ha Giang (now Tuyen Quang) Province regarding housing support policies and public housing rental policies for officials, civil servants, and employees affected by the merger of provinces and communes.

Specifically, voters in Tuyen Quang proposed that after the merger, the Central Government should have policies and guidelines for provinces to review and utilize land funds and existing office spaces to support officials, civil servants, and employees affected by the merger of provinces and communes (due to relocation to new provinces and communes for work).
This will not only help resolve difficulties for these individuals but also contribute to reducing speculative pressure on real estate prices and preventing disruptions to urban planning. Therefore, they suggested amending and supplementing the Law on Housing 2023, which was passed at the 9th session of the 15th National Assembly.
Regarding the review and utilization of land funds and office spaces after the merger of provinces and communes, on June 14, the Prime Minister issued Decision No. 1160/QD-TTg, assigning the Ministry of Finance to guide the selection and arrangement of office spaces when localities implement the reorganization of administrative units and build a model of local government with two administrative levels.
Expanding the scope of public housing rental policy:
On housing support policies for affected officials, civil servants, and employees, the Ministry of Construction mentioned that on May 29, 2025, the National Assembly passed Resolution 201/2025/QH15 on experimental mechanisms and policies for social housing development. On July 1, 2025, the Government issued Decree No. 192/2025/ND-CP detailing the implementation of this resolution, introducing special mechanisms and policies to promote and address difficulties and obstacles in social housing development.
The decree supplements the conditions for social housing support eligibility for individuals affected by the reorganization of administrative units and expands the scope to include enterprises, state agencies, political organizations, and socio-political organizations that can rent social housing to accommodate their officials, civil servants, employees, and laborers. This ensures that these individuals can work with peace of mind.
Regarding the expansion of the public housing rental policy scope, on April 4, 2025, the Prime Minister issued Decision No. 758/QD-TTg on the plan for administrative unit reorganization and the development of a two-level local government model. This decision assigned the Ministry of Construction to research and issue public housing policies for officials and civil servants affected by administrative unit reorganization (with a deadline of September 15, 2025).
Following the Prime Minister’s instructions, the Ministry of Construction issued documents No. 3089/BXD-QLN dated May 7 and No. 3336/BXD-QLN dated May 13, guiding localities on the implementation of public housing policies and requesting reports on public housing needs and recommendations for policy amendments and supplements. The Ministry of Construction is currently consolidating the feedback received from localities.
It is expected that the Ministry of Construction will submit to competent authorities for issuance of policies to expand the scope of public housing rental towards the following direction: Officials, civil servants, and employees in provinces undergoing administrative unit reorganization who do not own houses or own houses far from their workplaces will be eligible to rent public housing.
Based on local realities, the People’s Committees of provincial levels will elaborate on the cases where individuals own houses but are still eligible for public housing support due to the distance from their workplaces.
