
During the meeting, Mr. Ho Minh Hoang, Chairman of the Board of Directors of Deo Ca Group, expressed his gratitude to Ambassador Pham Thanh Binh and the Embassy of Vietnam in China for their interest, trust, and connection with Deo Ca and reputable large-scale units in the host country.
Deo Ca’s leaders acknowledged the remarkable achievements in China’s transportation sector. Mr. Hoang emphasized the necessity for Vietnamese enterprises to proactively explore, study, and learn from international advancements to accumulate knowledge and exchange experiences, thereby contributing to the development of the country’s transportation infrastructure system.
The Deo Ca Group proposed that the Institute for Sustainable Development Research in Asia-Pacific collaborate in reviewing the planning dossiers of several Deo Ca projects under study. They also requested introductions to financially capable partners and participation in investing in Deo Ca’s proposed PPP projects. Additionally, the Group sought to be connected with projects in the Southeast Asian region.
Dr. Li Haifeng, Vice President of the Institute for Sustainable Development Research in Asia-Pacific, shared that their organization specializes in research, strategic consulting, and implementing sustainable development projects in China and internationally. He expressed their desire to contribute to Vietnamese infrastructure projects through collaboration with the Deo Ca Group. Dr. Li affirmed that the Institute’s leading experts are well-equipped to provide coordinated solutions that meet Deo Ca’s requirements.
Deo Ca currently holds 80% of the tunnel construction market share in Vietnam. They have executed the construction of over 55 km of tunnels, 7 major bridges, and more than 600 km of roads across Vietnam. They are the only company in Vietnam capable of constructing special-grade tunnels (over 1,500m). The Group is also researching, investing in, and contracting numerous expressways and railway projects in Vietnam through public-private partnerships (PPP) in the 2025-2030 period, with a total investment value equivalent to USD 25.5 billion and a design cost of approximately USD 650 million. Additionally, they are exploring investments in rest stops and commercial service areas along the expressways.
Notably, Vietnam’s railway development projects have a significant demand for TBM technology, especially in urban areas. To address this, the Deo Ca Group has accessed TBM technology through cooperation agreements for training and technology transfer with international partners. The Group also aims to collaborate with partners in design consulting for high-speed railways, urban railways, and smart cities.
Mr. Duong Ve Dong, Chairman of the Hoa Thiet Design Group, expressed interest in collaborating with the Deo Ca Group. With their expertise in implementing EOD and TOD complex projects, Chairman Duong highlighted the abundant cooperation potential in various fields, including roads, urban railways, and landscape and auxiliary items.
“We are aware of Deo Ca Group’s capabilities in Vietnam,” said Mr. Duong Ve Dong. “If we proceed with cooperation on urban infrastructure projects, we will recalculate the investment methods to ensure a harmonious balance between the interests of investors and the State.”
Representatives from the China Railway Design Consulting Group contributed their insights on cooperation prospects with Deo Ca in railway projects in Vietnam. They offered their comprehensive solutions, ranging from research, planning, surveying, and investigation for planning. With their experience in consulting for approximately 400 PPP and EPC projects in 50 countries, the Group is prepared to share their international capabilities and expertise to accompany Deo Ca.
Acknowledging the partners’ inputs, the Chairman of Deo Ca Group emphasized the strategic nature of these collaborations. He stressed the need for urgency, efficiency, and sustainability in meeting the development needs of not only Deo Ca Group but also the broader community of private enterprises in Vietnam as they strive to perfect the country’s transportation infrastructure system.
