The Dao Nghia – Quang Khe Road Project, Phase 2, is among the projects that have recently been subjected to an inspection decision by the Lam Dong Provincial Inspectorate.
According to reports, the Dao Nghia – Quang Khe Road Project (Phase 2) was approved by the People’s Committee of Dak Nong (now Lam Dong) Province in late 2021. The road has a total investment of VND 830 billion (VND 750 billion from the central budget and the rest from local funds), investing in the construction of nearly 25.8 km of roads and three bridges designed for Grade III and Grade IV mountain roads.

The project was scheduled for implementation between 2022 and 2025. However, it has faced consistent delays and failed to disburse capital as planned. Specifically, the capital plan for 2024 (including the extended 2023-2024 capital plan) amounted to more than VND 240 billion, of which only VND 10.8 billion, or 4.5% of the plan, has been disbursed. Only VND 8.58 billion out of VND 91.66 billion of the extended 2023-2024 capital plan has been disbursed, achieving 9% of the plan, with over VND 83 billion remaining. Regarding the 2024 capital plan, only VND 2.221 billion out of VND 150 billion has been disbursed, equivalent to 1% of the plan.
According to the report by the People’s Committee of Dak Nong (former) Province, the above project is a key inter-regional project that has encountered obstacles due to overlapping planning for bauxite exploration and exploitation, as well as a lack of filling soil, resulting in incomplete disbursement as stipulated.
The Provincial People’s Committee has repeatedly petitioned central ministries and sectors for guidance on resolving these issues, but has not yet received a conclusive response. As 2025 marks the final year of the medium-term public investment plan for the 2021-2025 period, and given the province’s limited budget, the People’s Committee of Dak Nong (former) Province, now Lam Dong Province, has requested central ministries and sectors to permit the transfer of over VND 83 billion from the 2023 capital plan to 2024.
In the list of projects utilizing central capital that are permitted to extend the implementation and disbursement period from 2024 to 2025, only VND 147 billion of the Dao Nghia – Quang Khe Road Project, Phase 2, has been approved. This implies that the remaining VND 83 billion from the 2023 capital will not be carried over.

As of July 31, 2025, the Ministry of Finance estimates that disbursement since the beginning of the year stands at VND 388,301.15 billion, representing 39.45% of the plan and 43.9% of the plan assigned by the Prime Minister. This demonstrates a significant improvement compared to the same period in 2024, when disbursement reached only 27.76% and 33.8% of the respective plans.
